CITY OF SAN BER"RDINO - REQUESTQ)R COUNCIL ACTION STAFF REPORT In order to reduce the general fund contribution to the Animal control budget and increase the percentage to which the department's operations are self-supporting, a diverse revenue enhancement campaign for the Animal Control Department is proposed. Already, resolutions have been passed that authorize the fee increases, and some of the estimated $34,000 increase in revenue is currently being realized. An additional $3,200 in permit fees will be realized pending finalization of a related resolution. The proposed revenue enhancement campaign is comprised of one fee increase program and four programs to increase the number of dogs licensed, including one legislative component that will enable Animal control to track unlicensed dogs and incorporate them into the system. As the Animal Control Department also has a goal of increasing the number of licensed dogs by 15% by July 1992, the aggressive licensing programs will help achieve that goal as well. Fee l:ncrea.e An increase in licensing fees will certainly increase revenue. A survey of area cities and counties indicates that San Bernardino's licensing fees are lower than average. currently, San Bernardino charges $7 for a one-year license for altered dogs and $16 for unaltered dogs, whereas the average is $8.73 for altered and $17.58 for unaltered dogs. By state law, the license fee for an altered dog can be no more than one-half the fee for an unaltered dog. San Bernardino's current fees could be increased modestly while still raising significant revenue. FUrther, owners who show proof of spaying or neutering their dogs within sixty (60) days of purChasing an unaltered license shall receive a refund, upon request, in the following amount: One year license Two year license Three year license $ 5.00 8.00 12.00 ,..._n~"4 , o o staff Report Licensing Programs Page 2 This aspect of the proposal will be funded from the Spay/Neuter Trust Account in accordance with state statutes governing the use of these monies. It is a program which supports the Department's objective of reducing the demand for animal control services. In addition to the modest fee increase, staff has developed several programs to reach owners who have not licensed their dogs. A pilot "veterinary partnership" program will be established with five area veterinarians. These vets will offer licenses for sale at their clinics and retain, as compensation, $2.00 for each license sold. "Two-way" lioen8in9 envelopes will be distributed for display at veterinarian offices and pet shops city-wide. The dog owner will mail the attached license application, the rabies certificate and the check to Animal control. The license is then processed and returned in the same envelope. The third program entails printing a license form, along with licensing information, in the city newsletter. Dog owners could simply fill out the form, include the required paperwork, a first class stamp, and a check for the fee, and mail it to Animal control. The license would then be sent to the owner. There are almost no costs to the Department for this program. The fourth method for increasing the number of dogs licensed is to enact an ordinance requiring veterinarians to forward copies of rabies vaccinations to Animal control. Many cities and counties have passed similar legislation. This enables animal control agencies to more easily track unlicensed animals, correct the violations, and incorporate them into the system. Such an ordinance could easily be passed in San Bernardino (separate agenda item) . RESOLUTION OF THE CITY OF SAN BERNARDINO ESTABLISHING LICENSE FEES FOR DOGS AND REPEALING RESOLUTION 88-286. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The following fee schedule for dog licenses is hereby established. A. The license fee for each dog for a one year period shall be: Eighteen dollars for a dog not spayed or neutered. Nine dollars for a spayed or neutered dog. Five dollars for a spayed or neutered dog belonging to a resident who is 60 years of age or older. The license fee for each dog for a two year period shall B. be: Thirty four dollars for a dog not spayed or neutered. Fifteen dollars for a spayed or neutered dog. Ten dollars for a spayed or neutered dog belonging to a resident who is 60 years of age or older. C. The license fee for each dog for a three year period shall be: Forty eight dollars for a dog not spayed or neutered. D. Twenty three dollars for a spayed or neutered dog. Fifteen dollars for a spayed or neutered dog belonging to a resident who is 60 years of age or older.
