The Special Meeting of the Mayor and Common Council and the CODDllunity Development Commission, was called to order by Mayor Pro Tempore Estrada, at approximately 12:05 p.m., on Friday, April 17, 1992, in the Council Chambers, City Hall, 300 North "D" Street, San Bernardino, California. Henderson, Executive Director, Development Department, read a mellO written by Chairman Holcomb indicating he would not be able to attend the Special Meeting due to not being personally served as Chairman of the Commission. JSIIes Penman, City Attorney, explained the special requirements necessary for special meetings. He indicated the meeting notices must be delivered personally 24 hours before the scheduled meeting. He said Chairman Holcomb's absence would make it lelally impossible to hold the Commission Meeting. He stated because Chairman Holcomb was only notified of the Meeting as Mayor of the Council, the members of the meeting were only able to act as Councilmembers and not Commission Members. Mayor Pro Tempore Estrada discussed the possibility of using Community Development Block Grant (CDBG) funds for this project. Mr. Henderson stated that there was a statutory prohibition aaainst using CDBG monies for new housing construction. There would also be the need for a public hearing. Councilman Minor expressed concern over the meeting and sUSlested the meeting be cancelled. C01JIICILIWI MIllO. WAS BXCUSBD ~ 12:05 P.II. Discussion ensued relarding the prolress of this item and the actions that had taken place since the April 6, 1992 Commission Meeting. COUlICIUWI II&DDSLBY WAS .uw1l1W ~ 12: 18 P .11. Mayor Pro Tempore Estrada questioned Mr. Penman relarding the meeting and if it should be continued or postponed. Mr. Penman indicated an uneasy feeling about the meeting and sUSlested it be postponed. Mayor Pro Tempore Estrada made a motion, seconded by Councilwoman Pope-LudlSll that the City Attorney's Office conduct an investilation of the Mayor's Office in connection with this item. A lengthy discussion ensued relarding the 1elalities of this item. Councilwoman Estrada withdrew her motion. Councilwoman Miller recommended the meeting be adjourned. Councilwoman Pope-LudlSll asked if this item could be placed on the Commission Aaenda for Monday, April 20, 1992.
