The program, approved by the Commission on May 20, 1991, was originally created to assist the acquisition of appropriate replacement shelter for low to moderate income families/individuals displaced by City code enforcement activities, usually from substandard motels and multi-family dwellings. InitiallY the Commission approved $25,000 on May 20, 1991 for tenant Relocation Assistance and $100,000 on July 15, 1991. Cumulative funds allocated, if the request is granted, will amount to $185,000. Continuity of the City-wide Relocation Assistance Program is directly related to the provision of financial assistance to affected displacees. Such funding will mitigate the emotional and economical hardships of involuntary relocation and facilitate re-establishment in decent, safe and affordable sanitary housing. Eligible recipients of financial assistance must (1) be required to move by the City because of health and safety problems; (2) receive confirmation from the City Attorney's Office that they were actually evicted and lastly, (3) meet income limits established by the state of California Community Redevelopment Law. Approval of the requested additional prolram funds is appropriate. Staff recommends adoption of the form motion. ~OB. Penman City Attorney SUBJECT: REQUEST FOR ALLOCATION OF 20' SET ASIDE FUNDS FOR RELOCATION OF OCCUPANTS OF DANGEROUS BUILDINGS DATE: April 24, 1992 CC: Esther Estrada, CDC Vice-Chair: Tim Steinhaus, EDA Administrator In May of 1991, the Commission allocated $100,000.00 for the relocation of occupants of dangerous buildings to safe housing. In addition to the $25,000.00 allocated earlier in 1991, this brought the total to $125,000.00. o It is anticipated that the remaining funds will be expended by mid- May of this year. . We anticipate relocating the occupants of over twenty apartments in the next two weeks. Consequently, I am requesting that the Commission allocate $25,000.00 out of the current unallocated 20\ set aside funds (I am informed that that amount is $30,000.00) and $35,000.00 out of the fiscal year 1992-1993 20\ set aside funds (I am informed that amount will be 2.5 Million) for a total alloqation of $60,000.00. We still have a great deal of unsafe housing in this City, and it is imperative that we have those dwellings brought up to code and the occupants placed in safe housing, especially those families with children. I reguest that this matter be placed on the next RDA Committee and Commission agendas. Respectfully Submitted, . fs - :;;..
