The Mayor and Co_on Council and COllllllUl1ity Development Commission have
previously conducted several workshops on this subject.
On May 18, 1991, the Community Development Commission approved and
authorized the execution of a loan agreement with the Inland Valley
Development Agency in the amount of $200,oc))which was to be utilized
for the revitalization of the Arden-Guthrie area.

for the rehabilitation of a portion of the Arden-Guthrie
area and reallocate said funds to finance code
enforcement and blight removal activities in the
Arden-Guthrie area.

Reallocation of Arden-Gu.brie R~b.bilitation Loan Proceeds
In November 1991, the Community Development Commission appropriated
$200,000 from its twenty percent set-aside Housing Fund to finance a
pilot housing rehabilitation program in the Arden-Guthrie area. The
Commission also took action authorizing a cooperative agreement with
the Inland Valley Development Agency which facilitated the development
of owner participation agreements between the Agency and individual
property owners.
Commission members will recall the pilot program adopted was in
substantial conformance with a proposal submitted by interested
Arden-Guthrie area property owners. Since the Commission took its
original action, the IVDA took a related action, staff prepared
appropriate documentation and conducted a series of meeting for the
purpose of entering into agreement with individual property owners.
These efforts did not meet with success. None of the original
interested property owners have elected to participate in the adopted
program. As such, it is felt the funds appropriated could be better
utilized to finance continued, vigorous code enforcement and blight
removal activities. The Department of Planning and Building Services
has open purchase orders with local contractors to carry out certain
blight elimination activities. The Office of the City Attorney,
working closely with the Department of Planning and Building Services,
will allocate its resources accordingly to assist in the,maintenance of
high profile code enforcement and blight elimination activities.
For those uncooperative property owners, the City will abate the public
nuisances and health and safety violations and lien the affected
properties. The Office of the City Attorney is researching the
legality of whether subsequent abatement action can be accomplished by
the City with no further notice to the property owner.
The appropriation of the requested $200,000 will greatly assist the
above-described efforts. Based upon the information contained herein,
staff recommends adoption of the form motion.
