That the Community Development Commission authorize the
Executive Director to produce and enter into a "Grant
Anticipation Loan Agreement" between the Agency and the
City of San Bernardino in the amount of $56,000.00, with
said loan proceeds to be used by the Public Services
Department in the contracting for the trimming of 700
trees on the 1-215 freeway corridor.

The City of San Bernardino Public Services Department wishes to enter
into a contract for the trimming of seven hundred (700) trees on the
1-215 corridor within the City limits of San Bernardino. The
maintenance of the trees and right-of-way is the responsibility of
Cal-Trans. Therefore, it has been necessary to negotiate with
Cal-Trans for the one-time right to trim said trees. The City has been
verbally authorized by Cal-Trans to proceed and enter into any
contracts necessary for the trimming of said trees. Cal-Trans has
further agreed that it shall reimburse the City for said direct
expenses relating to the work not to exceed an amount of $56,000.00.
The Public Services Department in conjunction with the PurChasing
Division has defined the scope of work and has secured a contractor to
provide all necessary labor, permits, traffic control and disposal of
debris for the above aforementioned work. The actual contracting
authority is contingent upon the designation of specific funds for the
payment of said services.
In an effort to expedite the above mentioned work the Public Services
Department has requested a "Grant Anticipat:ion Loan Agreement" in the
amount of $56,000.00 from the Redevelopment Agency. Said proceeds of
loan will be designated only for the scope of work and contract amount
as previously mentioned. The loan agreement will provid, funds from
the Redevelopment Agency to the City of San Bernardino general fund and
shall be contingent upon the City of San Bernardino obtaining from
Cal-Trans a letter agreement obligating Cal-Trans for the future
reimbursement payment. The Redevelopment Agency shall require the City
to pledge all future grant receipts and be paid in full by payment
received from the Cal-Trans grant.
Based upon the foregoing information, staff recommends adoption of the
form motion for the creation of a "Grant Anticipat:ion Loan Agreement"
from the Redevelopment Agency to the City of San Bernardino's general
fund for the above aforementioned purposes.
