Allende Item No 3D O"'OF SAN BERtdMDINO - REQUEST .QR COUNCIL ACTION STAFF REPORT The Facilities Management Division received a citizens complaint September 9, 1991 regarding an inoperable vehicle located in the driveway of 2061 West 17th. Street. The following procedures were used during the abatement of the vehicle located at the above address. YAP Case #91 YAP 1173-11 1. November 15, 1991. Investigation confirmed there was a vehicle on the private property that appeared to be inoperative. Because the vehicle was parked in the driveway, we were able to obtain the license plate number from the sidewalk, no entry was made on the property and no inspection warrant was required. 2. November 18, 1991. Inspected and determined vehicle was still present on the property. Because the yard was fenced, no attempt was made to enter property. 3. November 26, 1991. A legal ten(10) day "Notice of Intention to Abate and Remove an Abandoned, Wrecked, Dismantled, or Inoperative Vehicle(s) or Part(s) thereof as a Public Nuisance" was mailed by Certified Mail, to the registered owner of the vehicle. The envelope was returned "Unclaimed". The notice was addressed to Michelle D. Brauregard, 2061 W. 17th. Street, San Bernardino, CA 92411. The return notice indicates that the Post Office attempted delivery December 2, 1991 and December 7, 1991. Final notice was issued December 17, 1991, and notice returned as unclaimed to the Facilities Management Division. 4. February 13, 1992. Attempted to contact resident by knocking on door. There was no answer. This attempt was made after being advised by the City Attorney's Office that it was legal, providing the gate was open. 5. March 6, 1992. Obtained Abatement Warrant 6. March 6, 1992. Copy of warrant attached to front door of 2061 W. 17th. Street. 7. March 10, 1992. Vehicle removed and placed in storage. Attached is a copy of vehicle report (CHP Form 180) and photos indicating the condition of vehicle.
