DescriDtionl Finance: Council Notes: ADendB Item No ~ to ';:I' CITY OF SAN BERNAAINO - REQUEST FOPCOUNCIL AC"'O~ STAFF REPORT Since the Bureau of Franchises was directed by the Mayor and Common Council to address the alleged practice of double billing the Bureau has moved forward to address the issues in the following manner: FEBRUARY 11, 1992 At their regularly scheduled meeting the Bureau of Franchises heard legal counsel for courtesy Services and legal counsel from the City respond to the double billing issue. "~CH 10, 1992 At an open public hearing courtesy Services, the City and the public presented their concerns relative to the billing issue. At the conclusion of this meeting, Chairman Bill Payne appointed a subcommittee consisting of himself and Board Members Mr. pensiero and Dr. Curlin to further investigate the alleged double billing practices. The subcommittee was charged with the responsibility to meet with both the Fire Department and courtesy Services to determine if a resolution of the double billing issue could be negotiated. KaRCH 27, 1992 The Bureau of Franchises subcommittee met with Chief wright of the Fire Department. APRIL 8, 1992 A meeting was scheduled with courtesy Services at their offices, but did not take place due to a perceived problem by courtesy Services of having a representative of the City Administrator's Office present and the likelihood that this could impede an open discussion due to the pending litigation. As a result of these feelings and the perception by the subcommittee that an open discussion could not take place, the meeting was aborted. APRIL 15, 1992 At the Bureau of Franchises meeting on this date, the Bureau addressed the issue of meeting with courtesy Services and established the meeting parameters by which the subcommittee could conduct a factfinding session and include Peggy Ducey as the City Administrator's Office representative. As a result of this dialogue, a recommendation was formulated by the Bureau. RECOHKBHDATION Board Member pensiero made a motion, seconded by Ms. Foster and unanimously carried, that the Bureau of Franchises recommend to the Mayor and Common council that the matter of submitting a report be continued to the council meeting of May 18, 1992 to give the subcommittee time to meet with courtesy services and to report back to the Bureau on May 12, 1992 to formulate the Bureau's recommendations to the Mayor and Common Council based upon the facts obtained. ,.0264 -:it: J In
