STAFF REPORT
New security alarm regulations and fees were passed by the Mayor
and Common Council in March and May of 1991. The Police
Department I s Crime Prevention Division is responsible for
notification and collection of these new fees. Following initial
notification of the new requirements, the Crime Prevention Division
reports ~hat residents and businesses have been expressing concern
over the equity of the fees as they relate to actual false alarms
and hookup to the Police Department monitoring system.
Many calls focus on the registration fees penalizing residents or
businesses for false alarms for which they are not directly
responsible. More importantly, the fees may severely affect those
on limited fixed incomes. The alarm registration fee for residents
has been increased from a one-time $20.00 charge to a yearly $25.00
fee. Options need to be considered for alleviating the financial
strain the new fees are placing on low-income households.
