STAFF REPORT
Federal-Aid High Hazard Safety Funds have been approved
to finance 90% of the cost for installing guardrail on Palm
Avenue at City Creek Channel. The local agency share of 10%
will be borne equally by the City of Redlands and City of San
Bernardino, since the joint city limits line is on the street
centerline.
The proposed agreement provides, in general, that San
Bernardino will act as lead agency, and have the guardrail
installed. Also, that Redlands will permit San Bernardino to
construct those portions of improvements within its City limits,
pay 50% of the local agency share, and assume maintenance of
these improvements within the City of Redlands.
We recommend that the Agreement be approved.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
EXECUTION OF AN AGREEMENT WITH THE CITY OF RED LANDS RELATING TO
3 THE INSTALLATION OF GUARDRAIL ON PALM AVENUE AT THE CITY CREEK
CHANNEL.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
5 CITY OF SAN BERNARDINO AS FOLLOWS:
6 SECTION 1. The Mayor of the City of San Bernardino is
7 hereby authorized and directed to execute, on behalf of said
8 City, an Agreement with the City of Red1ands, relating to the
9 installation of guardrail on Palm Avenue at the City Creek
10 Channel, a copy of said agreement is attached hereto, marked
11 Exhibit "An and incorporated herein by reference as fully as
12 though set forth at length.
13 SECTION 2. This agreement and any amendment or modifica-
14 tions thereto shall not take effect or become operative until
15 fully signed and executed by both parties. The City shall not be
16 obligated hereunder unless and until the agreement is fully
17 executed and no oral agreement relating thereto shall be implied
18 or authorized.
19 SECTION 3. This resolution is rescinded if the parties

to the agreement fail to execute it within sixty (60) days of the
passage of this resolution.
