Lot at Court Aftd "B" Street On June 19, 1991, the Common Council approved Resolution #91-231 which authorized implementation of a two-hour parking limitation on the entire off-street lot located on the southeast corner of Court Street and "E" Street. While the initial intent was clearly to provide convenient parking for customers, in all candor, success in this regard has been marginal. Subsequent to implementation of the two (2) hour parking limit the lot has been substantially underutilized with a majority of the spaces vacant during office and store hours. Downtown consultants have made similar observations and expressed the concern that such inactivity should not lend support to the perception of declining business and commercial activity. It appears appropriate to reassess the parking issue in view of these observations and expressed business owners need for longer term parking. The site is owned by the Economic Development Agency. o The Court and E lot is a proposed site for various short and long-term redevelopment projects. Some of these projects include but are not limited to a Saturday Farmers' Market, a Downtown Activity Center, and a Performing Arts Center. These are efforts to support the downtown area and are in harmony with prior Commission intent. Additional activities are currently being studied by Project for Public Spaces, the Agency's downtown development consultant. An integral factor of such support is to aid, assist and facilitate the retention of existing merchants and offices. It is a charge equal to the task of attracting businesses. Recently, Staff was approached by Dr. Paul QUinton, owner of the New York Life building located on the north side of Court Street between "E" and "D" Streets to lease parking spaces at the Court and E Public Parking Lot. The tenants of his building were leasing parking spaces from the owners of Gold's Gym in the Fox Building. The ownership of Gold's Gym has recently changed and the new owners will not honor previous parking arrangements. The building tenants are now experiencing an unexpected business hardship. Some of these tenants are handicapped or have physical disabilities which require them to park close their offices. Other business owners require parking in close proximity to their business for transfer of equipment and supplies. Staff has investigated various parking options to assist the building owners and tenants. The lease of limited spaces from the Court and E parking lot and the five level parking structure as an interim response to this parking problem is a viable option. ------------------------------------------------------------------------------- o KJH:I!TE:0020f COIftlSSIOR IIDrIRG AGEIIDA Keeting Date: 3/16//1992 Agenda Its KuDber: f5 -:< o o c o DIVBLOPMIII1' DBPAll:uwu StiFF UPORT Lease of ParJtiq Spaces Mareh 11, 1992 pqe llumber -2- o Upon authority granted by the Community Development Commission, the Agency will lease forty-nine (49) spaces as designated on the site map (Exhibit 1) for $24.00 per space, per month. The parking spaces will be reserved from 7:00 a.m. to 7:00 p.m., Monday through Friday mllY:. The leased parking spaces will be reserved and the parked cars under lease agreement with business/building owners must use assigned parking stickers. The leases will be executed by the Agency Administrator and subject to renewal and the conditions as stated within an accompanying lease agreement. The activities of the pending Saturday Farmer's Market will supercede the rights and privileges in the lease agreement. The property owners and their tenants of the downtown businesses with identifiable and justified parking hardships, will be eligible to lease these spaces. The spaces will be limited to ten (10) per building or business owner. If the building owners need additional spaces, they may lease parking at the five-level structure or make alternative arrangements on private property. These two parking options should provide ample parking for the business owners and tenants who are currently experiencing a parking problem. Reither the City or Agency will assume liability for the exercise of such parking privileges. Leasing the forty-nine (49) parking spaces at Court and "E" will be a temporary step in resolving the immediate parking problem. It is not intended to resolve the current parking needs for the downtown area. Accordingly, no property owner may rely on the availability of EDA- provided parking in the marketing of vacant office space. The Development Department will continue its coordinated effort with Main Street, and the Public Works and Planning/Building Safety Departments to address the parking situation in the upcoming Downtown Urban Plan. Staff recommends adoption of the form motion. J.
