On March 5, 1992, the Redevelopment Committee reviewed the attached
memorandum from the Public Works Department regarding recommended
capital improvements projects most eligible for the anticipated
availability of federal funding. After extensive dialogue with the
Public Works Director regarding each project, the committee recommended
approval of all but three.
The committee reasoned it would be premature to include Fire Station
No. 12 because construction of the facility would necessitate the
immediate hiring of staff to operate/manage the station. Hiring of new
staff was determined to be especially difficult in view of the City'S
current budget deficit problems. Further, information shared by a
representative of the Mayor's office enabled the committee members to
share the conclusion that the Nunez and Buckboard Parks should not be
included in the listing. This is because there was an excellent,
albeit not guaranteed, opportunity for these projects to be specially
funded by the federal government in a separate action.
As the Committee's action was taken prior to the March 7, 1992 EDA
Budget Workshop, the Commission consideration of the projects listed
should necessarily take into account the priority-setting actions taken
at the above referenced workshop.
Staff recommends adoption of the form motion.

At the meetinq of the Redevelopment Committee on 2-20-92,
direction was qiven for staff to present a list of projects from
the proposed Capital Improvement Proqram. Attached is a list of
possible projects.
The last time funds were allocated by the U. S. Conqress to
finance public works projects, in order to assist recovery from
a recession, was in the late. 1970's. It was required that con-
struction be started within 90 days after approval of funds.
In order to meet this time limit, only those projects that could
be brouqht to "job ready" status within 90 days are included on
the attached list. Basically, these projects meet the followinq
criteria:
1. No involvement of other aqencies.
2. No special permittinq requirements.
3. No special environmental problems.
4. No additional riqht-of-way required.
