STAFF REPORT
On November 30, 1991, the contract with the Police Safety
Employees expired. Their previous contract was for a three (3)
year period, 1988-1991.
On December 13, 1991, the Police Officers' Association (POA) sent
a letter to the Director of Personnel announcing Declaration of
Formal Impasse and requesting an Impasse Meeting. In the letter,
the POA listed 23 areas of disagreement between the POA and the
City negotiating team.
We made significant progress during the Impasse Meetings held on
January 10 and January 14, 1992. During the Impasse Meetings,
the POA and the city Team reached tentative agreement on ten (10)
issues and are close to agreement on another seven (7) issues.
Of the remaining six (6) issues, we agreed on a portion of some
items. The key issues to be resolved are the health insurance
and the retirement contribution.
Both sides have agreed to option (B) of the impasse procedures,
from Resolution 10584:
(B) A DETERMINATION BY THE MAYOR AND COMMON COUNCIL,
after a hearing on the merits of the dispute.
Recommended Motion:
That an impasse hearing on the contract with the Police Safety
Employees be scheduled at 10:00 a.m. on February 3, 1992.
