Pr01ects to Curbs ~ Gutters Pro1ect Development Department Staff has received a request for financial assistance for CDBG funds, previoUSly awarded to Hilhway Safety Lilhting projects from FY 1989/1990 and FY 1990/1991, reapectively. During FY 1990/1991, Development Department and Public Works staff determined that projects funded for hilhway safety lilhting aarlinally met elilibility and national Objective criteria as required by Federal Relulationa which lovern the use of CDBG funds. Subsequent meetings with federal Housing and Urban Development (BUD) staff confirmed they would not approve such projects. Research by staff for alternative areas of use revealed that Census Tract 72, which has a low and moderate income population of sixty-six percent (66"), can better meet the intent of the Housing and COIIIIIUI1ity DeVelopment, as amended. A total of $273,000 was previously awarded during FY 1989/1990 for Hilhway Safety Lilhting projects located on Fifth Street from "H" Street to "F" Street and on "D" Street from 5th Street to Baseline and on Arrowhead Street from Fifth Street to Baseline Avenue. Another $342,000 was allocated during FY 1990/1991 for Hilhway Safety Lilhting projects on "F" Street, "G" .Street and "H" Street between Sixth Street and Baseline Street. The total for both projects noted above is $615,000 in CDBG funds. On December 5, 1991, Staff submitted the substituted projects along with other projects valued at $540,000, to the Redevelopment Committee for further review. The Redevelopment Committee reviewed the subject and various reports wherein staff recommended a continuance of the item for further exploration and consideration. Durine the course of discussion, the Committee requested staff to research various issues and report back to the Committee. The issues were: 1. Staff should contact the City'S BUD representative to determine BUD's position and a definition on the elilibility and use of CDBG funds for lilhting projects in the older parts of the City; 2. Clarify the elilibility and use of CDBG funds for curbs, cutters and sidewalks in the older parts of the City; 3. Staff should contact the Public Works Department and jointly establish priorities for curbs, lutters and sidewalks in the older areas of the City; and 4. Determine whether replacement funds are available for street li&hting projects is funds are repro&rammed. The Committee reviewed various projects and directed staff to study, ascertain md evaluate eliaible projects to determine their priority for the use of CDBG funds. Further the Committee recommended that the Mayor md Common Council approve the substitution CDBG funds from Highway Safety Lighting to finmce the installation of curbs, gutters and drainage facilities in the amount of $267,000 for the Victoria Avenue project. Staff is again requesting that said funds be earmarked for the installation of curbs, gutters and drainage facilities as follows: STREET LIMITS PROJECT ESTIMATE Richardson to Curb & Gutter $192,000 Mt.
