On July 29, 1991, Mary Fifield, Administrative Intern for the City of San Bernardino aubmitted a report to Shauna Clark, City Administrator reaardiq the c10siq of City Hall dUr1q the week of Christmas. In the report Ma. Fifield detailed some of the cost saviqs to the City such as buildina operations and payroll. For valid reasons not related to the merits of Ms. Fifield's findiqs the City chose not to endorse this plan for the fo110wiq reasons: 1. This is a lUUldatory meet and confer item with the City's baraainina units. 2. The City offers yar10us services on a twenty-four (24) hour basis and must continue to do so. The Bconomic DeveloPlllent Alency is, in function, and implementation a workiq arm of the City, coordinstiq closely with it in the areas of economic develoPlllent, develoPlllent, housiq and c_ity develoPlllent. However, the Alency is technically a separate entity from the City, has no baraainiq unit and essentially provides task/discipline oriented services to the public which do not require twenty-four (24) hour or even daily continuance or continuni ty . It is proposed that the qency offices close from December 25, 1991 through January I, 1992. The Agency would be open tueSday, December 24, 1991 and closed for the next six (6) days. Four (4) of the six (6) days are paid holidays, leaVing two (2) days in which the employees would have the option of usiq vacation, floating holidays, or 1Dlpaid leave for these days. The closing of Agency offices for two (2) additional days, would result in a saviqs of approximately $3,567.00. More specifically, $675.00 of this am01Dlt is attributed to reduced buildiq operationa overhead. Because part-time employees would not let paid for these two (2) days, the Agency would save an additional $392.00 in salaries. The Agency is also having sprinklers inatalled during that week. Adoption of the form motion would. allow the workers to use non-overtime hours and days to install the sprinklers duriq the week, thus enabliq the Agency to save approximately $2,500.00. Actual saviqs could be even more when employee's leave without pay requests are calculated in the new saviqs to the Agency. This is normally a slow time fo the year for public requests of the Agency, and it would not cause any additional inconvenience to the public. For example, in specific rather than general user services, it is rare for a client to rehabiliate their home during the Christmas holidays, and businesses that the Agency works with have adopted their own or similar employee release plans. On December 12, 1991, the subject item was reviewed and discussed by the Redevelopment CODlDittee. The cODlDittee endorsed the form motion and 1Dlderscored the appropriateness of the revised schedule to facilitate and accommodate inatallation of the fire sprinklers. The avoidance of overtime and disruption to the workplace will result in dollar savings to the Agency. Such action would tend to even mitigate change orders due to 1Dlexpected problems and still allow the construction to be completed within the approved budget. Full confidence in this capability would be questionable without the reschedUling of office hours.
