project and V88 concerned reaardina potential problema relative to the
beautification, ..int_ce costs and vemin infestation. A lenathy

Peggy Ducey, Assistant to the City Aclllliniatrator, said the type of trees
will be detemined at a future date from the consultant's recommendations
regsrdina drought-resistant trees.

Council Kember Hernandez questioned the Community Development Citizen
Advisory CODIIIittee process reaardina this item. He was also concerned as to
why the Alency felt that it needed to use these funds in newly-azmexed areas
"instead of the older areas in the City. He stated that the older areaa of the
City do not have curbs and gutters.
Council Kember Killer explained a list of priorities is aiven to the
Citizens CODIIIittee which in turn makes the determination on what projects are
necesssry at the present t1llle. She CODlllended them on the excellent Job in the
past and felt they should continue to malte the deciaiona on what is needed.
Council Kember Estrada sUlgested that all matters be brought to the
Redevelopment CODIIIittee before beina brought forward to the CODlllunity
Development CODIIIiasion. She also inquired as to where the replacement 1I0ney
would cOile froll for the Highway Safety Lightina Projects.

Council Member Hernandez called for a discussion. He questioned the
need to pay for a study, when a study was previously made b7 IlAl'lCOl'l, and the
usina of City money on it... he felt was unnecessary.

detailed information on the Urban Plan and that she still haa not received
that information.

Commission Bember Reilly inquired whether or not the Water/Sewer/Refuse
Charge Rebate would be a f!zed UlOunt. He stated that ths cost for the
program would be approximately $145,000 based on 1,250 households.
Commission Bember Reilly ..de a motion, seconded by Commission Member
Miller to consider the payment of increases in water, sewer and refuse charges
throuah the Commission's 10w- to moderate-income housing fund and direct staff
to prepare an implementation proaram for same.
Commission Member Hernandez called for a discussion regarding the
allocation of funds, rate criteria of and implementation of same.
Timothy C. Steinhaus, Administrator, Economic Development Agency
informed the Committee that no changes would be ..de to the proaram before
coming back to the Commiaaion.
Chairperson Holcomb exp1sined to the COBIiesion that as long as a
citizen pays sewer, water and retuse, and meeta the income criteria, they will
be eligible for the proaram.
