Synopsis of Previous Council action:
7/1/91 -- Mayor and Council disapproved the sale of
animals to research.
11/27/91-- Ways and Means Committee recommended seeking approval
from the full Council to study the sale of animals
for research purposes and to report back to the full
Council in approximately six weeks.
Recommended motion:
That the Ways and Means Committee be authorized to study the
sale of animals for research and report back to the Council
in approximately six weeks.

The Ways and Means Committee has been reviewing various fee
increases for the Animal Control Department. During the discussion
the need to look at all revenue sources, including the sale of
animals, was discussed.
since animal sales had lengthy discussion before the full Council,
the Committee felt uncomfortable with spending too much discussion
and research time pursuing this matter.
Another issue discussed by the Ways and Means Committee was the
need to raise dog licenses if the Animal Shelter is to become more
self sufficient. Presently, the shelter is supported 46.33% by
user fees and 53.77% by the general fund.
It will be approximately 6 weeks before the issue of raising dog
license fees can be brought to the Council. In the meantime, the
Committee would like to do some research on animal sales. There
may be some changes in the pet protection act which would affect
the City's status under the act. Addi tionally , Council Member
Hernandez has been discussing purchase guarantees with research
institutions.
The Committee's consideration of sales of animals would terminate
when the issue of raising dog license fees comes before the Council
in approximately 6 weeks.
