During FY 1990/1991, Development Department and Public Works staff determined that projects funded for highway safety lighting marginally met eligibility and national objective criteria as required by Federal Regulations which govern the use of CDBG funds. Therefore, alternative uses for said funds as identified herein can better serve low and moderate income households within other areas of the City. Research by staff for alternative areas of use revealed that Census Tract 72, which has a low and moderate income population of sixty-six percent (66X), can better meet the intent of the Housing and Community Development, as amended. A total of $273,000 was previously awarded during FY 1989/1990 for Highway Safety Lighting projects located on Fifth Street from "H" Street to "F" Street and on "D" Street from ~th Street to Baseline and on Arrowhead Street from Fifth Street to Baseline Avenue. A total of $342,000 was previously allocated during FY 1990/1991 for Highway Safety Lighting projects on "F" Street, "G" Street and "H" Street between Sixth Street and Baseline Street. The total for both projects noted above is $615,000 in CDBG funds. . The Committee has reviewed and recommends to the Mayor and Common Council that the substitution of CDBG funds previously awarded for Highway Safety Lighting now be allocated for the benefit of the projects 1 thru 4 above as submitted herein. Based upon the information provided in the staff report, staff recommends adoption of the form motion. ........;.~ON.
