Synopsis of Previous Council action:
12-04-89 -- Resolution No. 89-485 adopted authorizing execution of
Agreement with San Bernardino Baseball Club relating to
the use of Fiscalini Field in Perris Hill Park.
12-10-90 -- Reapportionment of Park Construction Fee Funds approved,
to provide $96,140 for expansion of parking lot for
Fiscalini Field.
01-01-91 -- Determination made that expansion of the parking lot for
Fiscalini Field, at Perris Hill Park, can be performed
by City Forces.
05-06091 -- Negative Declaration for Public Works Project No. 91-01,
approved.
Recommended motion:
1) That the transfer of $40,000, from Account 243-363-57511, "Park
Master Plan," to Account No. 243-363-57280, "Expansion Parking
Lot - Fiscalini Field," be approved.
2) That the plans for the expansion of the Fiscalini Field Parking
Lot, in accordance with Plan No. 5589, be approved; and the
Director of Public Works/City Eng'neer be authorized to
advertise for bids.

STAFF REPORT
A determination was made, at the Council meeting of 4-1-
91, that the work involved in the expansion of this parking lot
could be done by City forces. However, after the plans were
completed, the Department of Parks and Recreation and Department
of Public Services requested that the expansion be done by
contract due to their current work loads.
The expansion will consist of paving the 0.92 acres, south
of the existing parking lot, in order to provide additional
parking for Fiscalini Field, and installing drainage facilities,
lighting, irrigation system and landscaping.
Below is an estimate of the total project cost:

An amount of $96,140 was re-apportioned, at the Council
meeting of 12-10-90, for this project. Supplemental funds, in
the amount of $40,000, will be provided by the proposed motion.
We recommend that the plans be approved and authorization
granted to advertise for bids, in order that these improvements
can be completed by the start of the 1992 Baseball Season as
agreed to with the Spirit.
