Synopsis of Previous Council action:
08-29-89 -- Resolution No. 89-323 adopted. determining that the public convenience
and necessity require the formation of a Security Assessment District in
the Highland-Arden Area and Ordering the Work to be performed.
Recommended motion:
That the City Engineer and City Clerk are authorized to proceed with initiating
proceedings for the expansion of boundaries for Assess.ant District No. 990 under the
provisions of Chapter 12.90 of the San Bernardino Municipal Code and Section 3113 of
the Streets and Highways Code of the State of California.

STAFF REPORT
On August 29, 1989, Resolution No.89-323 was adopted, determining that the public
convenience and necessity require the formation of a SecuritY/Haintenance District in
the Highland and Arden Area. That action cllllle as a result of a majority of the
property owners petitioning the City for the formation of the district, to deal with
the high incidence of crime in the area.
The district has been in place now for two years. Although the area continues to
experience frequent incidence of crime, the presence of security in the area has
reduced the frequency of such occurrences.
The area south of the existing district, more specifically along 19th Street and Roca
Street, has also been subject to the same incidence of crime. Portions of this area
were within unincorporated territories until the first part of this year, when the
City annexed the area.
The expansion of the current district boundaries to include the area along 19th Street
and Roca Street is a City initiated action to provide a more efficient delivery of
security services to the area.
The firm currently providing services to the area, Skyline Aero Security, has
indicated to us that the addition of this area could still be handled under the
present level of services, and thus would not increase current assessments, but would
reduce them since the cost of security would be shared by a larger area.
We therefore recommend that authorization be given to expand the boundaries of the
district.
