This situation is due to the left turn storage lanes being too short and the lack of progression between the traffic signals for the freeway ramps and Red1ands Boulevard. It is proposed to widen Tippecanoe Avenue under the freeway overpass, by about 6 feet on each side. This widening will allow two left turn lanes to be provided, which will double the storage for vehicles turning left on to the freeway ramps. The existing traffic signals on Tippecanoe Avenue, at Hospi tali ty Lane, Hardt Street, Victoria Avenue, Cooley Avenue and San Bernardino are presently interconnected. It is also proposed to interconnect the traffic signals at the freeway ramps and Red1ands Boulevard with these five signals, in order to provide progressive movement along this entire section of Tippecanoe Avenue. The north right-of-way line for the Route 1-10 Freeway is the common City limits for Loma Linda and San Bernardino. There- fore, those improvements will necessarily be done as a cooperative project with the City of Loma Linda, with each city paying their fair share. We anticipate that each City will finance 1/2 of the cost of the project. Ca1trans has indicated that they additional traffic signal controller needed interconnection of the traffic signals. will provide the to accomplish the Installation of traffic signals at South "E" Street and Fairway Drive is included in the contract for widening the bridge over the Santa Ana River. Therefore, the $100,000 allocated for these traffic signals is available for other projects. We recommend that the transfer of $100,000, to finance the City's share of the cost for widening and interconnecting traffic signals on Tippecanoe Avenue be approved. 11-12-91 75.0264
