On May 20, 1991, the Mayor and CODlllon COlmcil authorized the loaning of
$900,000 from ita sewer line construction flmd to the Development
Department.
On Jlme 25, 1991, the Mayor and CODIIlon COlmcil approved a Resolution of the
City of San Bernardino authorizing the execution of an agreement by and
between the City of San Bernardino, the City of San Bernardino
Redevelopment Agency, CCMA, Inc., and the Central City Company.
On Jlme 25, 1991, a Resolution of the Mayor and CODlllOD. COlmcil approving
loan agreement with the COllllllUllity Development CODlll1adon of the City of San
Bernardino for $900,000.00 to be secured by tax allocation bond proceeds
was adopted.
On November 14, 1991, the Redevelopment Committee recODlllended that the
COlllllllmity Development CODlllisdon authorize an amendment to the agreement
with the Central City Mall Association to increase the loan amolmt by the
sum of $100,000.00.

The Mayor and Comon Council and Comunity Development COIlIDission have
approved a loan from the Development Department to the Central City Mall
Merchant's Association (CCMA) in the amount of $876,000 for installation
of a carousel and certain improvements and costs throughout the Mall. The
loan term is for ten (10) years, with the principal amount of the loan due
at the conclusion of the ten (10) year term, tosether with accrued
interest thereon.
The Central City Mall Association is now requestins that the Development
Department amend its current asreement to increase the principal loan
amount by $100,000. The Central City Ball Association has expanded the
scope of its carousel remodelins prosram and has put in more money than
orisinslly anticipated in order to assure a hi&h quality project. The
current asreement is for the amount of $876,000. This amount was used for
the purpose of purchase, delivery and installation of a carousel, expenses
related to the name chan&e of the Central City Mall to The Carousel Mall,
includins necessary sisn work, improvellents in the public areas of the
mall and its parkins areas, improvellents to the exterior of mall
buildinss, marketins, promotion and other costs related to the chanse of
the name of the Central City Mall to The Carousel Mall.
The current request of $100,000 will be used for the purpose of makins the
carousel handicapped accessible, installation of a required fire sprinkler
system and installation of additionsl lishtins in the public area of the
Mall. Terms and conditions of the loan will rellain the same as embodied
in the current asreement! including a 1.51 10.. or1a1aatioD fee.
The Comission should also be aware the Bconomic Development Asency has
expended $24,925 to finance the installation of sisnase on the west side
of the monument sisn closest to the freeway relatins to convention and
visitors information. This sisnase necessitated the removal of exist ins
channel letters from Central City Mall freeway sisn, the fabrication and
installation of new interior illuminated channel letters and refurbishment
of the sisn. The work has already been completed in order to ensure
timely completion of he project and obtain a unit cost savinss for the
work due to the economy of the worltscale and to avoid repeat schedulinss
of the lab9r force.
On November 14, 1991, the Redevelopment Comittee considered this matter
and recomended approval to the Comunity Development Comission.
Staff recomends adoption of the form motion.
