Pussvcat Th-atre Acauisition
For years the Development Department has' soUiht a way to acquire the
Pussycat Theatre in downtown San Bernardino. The buildings, located at
423-435 North "E" Street, have been a blighting influence on downtown
revitalization efforts. This acquisition is vital to the further
improvement of the downtown area, generally, and to the "whole-block"
commercial development recently proposed by Rancon, specifically.
Staff has been negotiating with the owner, Walnut Properties, Inc.
(Walnut), for the purchase of both the Pussycat Theatre and the building
adjacent to and immediately north of it. A price of $1,850,000 has been
agreed to, and represents, in addition to the value of the real estate,
compensation to Walnut for fixtures, equipment and the loss of a going
business concern.
As a part of the negotiations, it came to light that Walnut also owns the
Studio Theatre, located at 438 West Baseline Street. Walnut has expressed
interest in re-establishing the Pussycat Theatre at this site, but the
City Development Code prohibits such activities at this location. Walnut
pressed for the right to reopen in a location permitted by the Development
Code, but ultimately alreed never to open a similar adult business
anywhere in San Bernardino.
There is an existing tenant in the building immediately north of the
Pussycat Theatre. This is Dr. William A. Klein, an optometrist located at
433 North "E" street. The Economic Development Agency and Main Street are
working toaether to relocate Dr. Klein. The cost of relocation, which is
proposed to be borne by the Development Department, is currently estimated
at between $12,000 and $15,000.
In conclusion, this is a golden opportunity to finally eliminate a
long-standing, severely blighting influence on the downtown area. The
elimination of these structures is central to the loal of revitalizing
downtown San Bernardino. Attached for your reference is an orientational
map.
