21, 1991 as an urgency ordinance to temporarily restrict certain
development approvals in a specified area surrounding Mt. Vernon Avenue.
On June 3, 1991, the Mayor and Common Council adopted Ordinance MC-791 to
amend MC-787 to more accurately describe the boundaries of the affected
area.

Corridor SDecific Plan Area
On May 21, 1991, the Mayor and Common Council adopted an ordinance to
temporarily restrict certain development approvals in the area affected by
the Mt. Vernon Corridor Theme Area. The duration of this ordinance was
six (6) lIonths. The purpose of the temporary hold was to allow for staff
and consultants to develop a Specific Plan for the area.
As of this date, the Specific Plan has not been completed. It is
anticipated that the Plan will be finalized by February, 1991.
The attached ordinance would extend the temporary hold on development an
additional six (6) months or upon the adoption of the Specific Plan or
whichever lIay come sooner.
Staff recommends adoption of the form motion.

AN ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING
ORDINANCE NO. MC-79l RELATING TO EXTENDING THE TIME PERIOD FOR AN
INTERIM HOLD ON APPROVALS OF DEVELOPMENT PERMITS, CONDITIONAL USE
PERMITS AND OTHER ACTIONS IN CERTAIN AREAS SURROUNDING MT. VERNON
AVENUE AND DECLARING THE URGENCY THEREOF.
THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
DO ORDAIN AS FOLLOWS:
SECTION 1. Findings.
A. Ordinance No. MC-787 was adopted by the Mayor and Common
Council on May 21, 1991, as an urgency ordinance to temporarily
restrict certain' development approvals in a specified area
surrounding Mt. Vernon Avenue pending the completion of a specific
plan.
B. Ordinance No. MC-787 was amended and restated by
Ordinance No. MC-79l on June 3, 1991 to more accurately describe
the boundaries of the affected area.
C. The SpeCific Plan is nearly completed but it does not
appear that it will be completed prior to the expiration of
Ordinance No. MC-79l.
SECTION 2. Section 1, paragraph 4 of Ordinance No. MC-79l
is hereby amended to read as follows:
"4. Duration. This ordinance shall be of
no further force and effect twelve (12)
months from the date of adoption unless
extended by the Mayor and Common Council,
or upon the adoption and the effective date
of the resolution adopting the Mt. Vernon
Specific Plan, whichever date is earlier.
