CITY OF SAN BERN01DINO - REQUEST ~ COUNCIL ACTION STAFF REPORT , Request for Council Action November 14, 1991 Funding authorization for EMS Study On October 18, 1991, the City of San Bernardino advertised an RFQ (Request for Qualifications) to perform an analysis of the existing emergency medical response system and to make recommendations regarding the most efficient and effective means to organize the EMS system. The RFQ (attached) asked for an analysis of three operational options: 1. Privatization of all emergency medical services 1 2 . City-operated paramedic service with private ambulance transport 1 and 3. City-operated paramedic service and ambulance transport. Two responses have been received and they are from: Emergency Care Information Center P. O. Box 2789 Carlsbad, CA 92018 $9,935.00 EMS Concepts Inc 3301 Columbus, Suite 26 Bakersfield, CA 93306~2771 9,900.00 The two proposals are $35 apart. The principal with Emergency Care Information Center has a fire and legal background and has extensive- experience in EMS consultant work. The principal for EMS Concepts is the owner of a private ambulance business and is " also experienced as an EMS consultant. The two RFQ 0 s have been supplied to the Council Office for your review. At this time we are requesting authorization for $10,000 from the non-governmental general fund account to proceed with this study. If we receive authorization for funding we will go forward with a reference and background check. Once that is complete, we will come back to the Mayor and Council with a proposed contract. Interested bidders should submit the following information: A. Consultant's Background 1. Describe the scope and nature of the firm's services. 2. Describe how the firm is organized to manage the operation of the study. 3. Submit references of at least three Emergency Medical System studies that were conducted by the firm. B. Previous Work Experience 1. Describe the firm's work experience with regard to emergency medical systems and ambulance operations similar to that described in the project outline. 2. Describe any experience in working with governmental entities. . , C. Staffing 1. State how many full-time staff, by type of position, are currently employed. 2. State how and which staff have local expertise in the delivery of emergency medical and ambulance systems. 3. D. Bid Price Submit an all inclusive bid price that can be shown to be sufficient to generate a timely and high-quality product. - a. Include a cost itemization, including staff hourly rates and classification, and other related costs E. Methodology Submit a plan outlining the approach, methods, and procedures to be used. Evaluation and selection of the Consultant shall be based upon a range of criteria and not solely on the lowest bid. The City reserves the right to reject any or all bid proposals and is under no obligation to select any bid proposal received. Currently. paramedic care is provided by City Fire Department-operated paramedic aid. with hospital transport provided by a private ambulance company franchised within the City. It is the intent of the City to perform a detailed analysis of the efficiency and effectiveness of the emergency medical aid delivery system to the citizens of San Bernardino. Since there are many approaches to the medical aid response systems. the City intends to study three alternative operational approaches. including privatizing EMS. city-operated paramedic and ambulance transport services. and City-operated paramedic service with private ambulance transport. The study should include a comparison of the three identified operational modes and cover the following areas: 1 . Service Delivery System Describe and compare the method of service delivery between the three operational modes identified. including first response capability, Basic Life Support/Advanced Life Support capabilities. and hospital transport procedures. 2. , , , " , Operational Profile a. Vehicles- describe and compare vehicles used for medical response and hospital transport b. Eauipment- compare standard equipment used for each operational approach c. EMS Personnel 1. Training - initial and ongoing - describe minimum standard for EMS staff training for all responding personnel 2. Staffing Level- describe minimum staffing level for each shift, and training levels for EMS team for each shift. turnover rate 3. Certification- review whether certification is required 4. Shift Schedules - compare shift schedules for EMS staff d. Suoervision of Field Personnel- describe level of training of field and administrative supervisorial personnel e. Qispatch Locations- identify and describe stand-by locations for EMS responders f. Documentation- review documentation procedures of responses. patient assessments, and treatment modalities .. e. Quality Assurance- describe the level of care administered .by each operational mode. review policies and procedures for Quality Assu,rance . o Program 3. .
