DescriPtionl Finance: Council Notes: 75.0262 HE/dys Agenda Item No ~~ CITt OF SAN BERORDINO - REQUEST OR COUNCIL ACTION STAFF REPORT On October 21, 1991, the Mayor and Council upheld the decision and findings of the Board of Building Commissioners requiring soils and engineering reports and all permits within thirty (30) days, and allow City Inspectors access to the property at 3618 Hemlock Drive for inspection within ten (10) days. At this meeting the property owner, Janet Summerfield, through her attorney, Darlene Phillips, stated that her activities did not require building permits and that notwithstanding the Mayor and Council's decision, she still refused to permit Building Inspectors access to her property for inspection. On October 23, 1991, Municipal Court Judge Roberta McPeters issued an Inspection/Administrative Warrant authorizing City Officials to enter onto the property and conduct an inspection of the premises. That same day a City Code Enforcement Officer, Building and Construction Inspectors, the Assistant City Engineer, and a City Attorney Investigator inspected the premises. They found clear evidence that massive grading has occurred (estimated approximately 200 cubic yards) creating a vertical cut about 120 feet long and nine to ten feet high, and that a retaining wall about 120 feet long was under construction. Photographs and video of the site will be shown at the Council meeting.
