STAFF REPORT
On August 5, 1991, authorization was given to proceed with the proposed annexation of
the area generally located on the Northeast corner of Highland Avenue and Tippecanoe
Avenue (PIt. View Ceaetery), as a result of a request filed with LAFCO by the property
owner.
On Septeaber 3, 1991, Resolution No. 91-392 was adopted, deteI'llining property tax
revenues to be exchanged between the City of San Bernardino, and the County of San
Bernardino.
On Septeaber 18, 1991, LAFCO adopted a resolution, approving the annexation.
Since the annexation has the request of 1()()f, of the property owner(s) within the
proposed area, no hearing is necessary.
The attached resolution, ordering annexation, is attached for your action.

OF HIGHLAND AVENUE AND WATERMAN AVENUE (MT. VIEW CEMETERY) AND DETACHI1ENT
FROM CSA 38, CSA 38 ZONE G, CSA 38 ZONE L, CSA 70, CSA 70 ZONE A .
WIIEREAS, pursuant to the provisions of the Cortese-Knox Local
GoverDlleDt Reorganization Act of 1985, Division 3, co_encing with section
56000 of the California GoverDlleDt Code, proceedings were initiated by the
Co_on Council of the City of San Bernardino, to annex to the City of San
Bernardino, certain contiguous uninhabited territory hereinafter described;
and
WIIEREAS, 1007. of the landowners in the proposed annexation have
requested annexation to the City of San Bernardino to receive lIIIDicipal
services; and
WIIEREAS, the Local Agency Forwation C~ssion has set forth the
following teras and conditions in its Resolution No. 2343 :
"Condition No.1. The conducting authority for this
proceeding shall be the City Council of the City of San Bernardino.
"Condition No.2. The boundaries are approved as set forth
in Exhibit "A" attached.
"Condition No.3. The following distinctive short form
designation shall be used throughout this proceeding: LAFC 2684.
"Condition No.4. All previously authorized charges, fees,
assess.ents, and/or taxes currently in effect by the City of San Bernardino
(annexing agency) shall be asslllled by the annexing territory in the sllae
lHIIIDer as provided in the original authorization pursuant to GoverDllent Code
Section 56844(c).
"Condition No.5. The conducting authority is hereby
authorized to proceed without notice. hearing or election with lOOl

of COIIpletion shall be the effective date of this annexation. "
WHEREAS, the City of San Bernardino is authorized to proceed
without notice. hearing or election.
BE IT RESOLVED BY TIlE MAYOR AND COMMON COUNCIL OF TIlE CITY OF SAN
BERNARDINO All FOLLOWS:
SECTION 1. Said territory herein described as Annexation No. 353
designated as LAFCO 2684. is hereby annexed and incorporated in and _de a
part of the City of San Bernardino.
SECTION 2. The territory herein referred to as being annexed to
the City of San Bernardino is more particularly described in the Exhibit
"A", attached hereto and incorporated by reference as though fully set forth
in length.
SECTION 3. The above described territory will be subject to
taxation equally with the property within such .unicipal corporation.
SECTION 4. The regular County Assessment Roll is utilized by the
City of San Bernardino.
SECTION 5. The property herein annexed is declared to be a part
of Ward 7 and the boundaries of Ward 7 are hereby altered to include said
annexed territory, and has a designated land use of PF (Public Facility),
lIore particularly shown on the Map of the City of San Bernardino General
Plan as it currently exists.
SECTION 6. The area included in the above annexation is hereby
detached from County Service Area 38, Improvement Zone G of County Service
Area 38, Improvement Zone L of County Service Area 38, County Service Area
70, and Improvement Zone A of County Service Area 70, without split of
assets or liability.

SECTION 7. The City clerk shall file a certified copy of this
resolution with the Executive Officer of the Local Agency Fonaation
C~ission.
