STAFF REPORT
Bids for this project were received at 2:00 p.m., Tuesday,
10-15-91.
A total of 16 bids were received, ranging from $406,865.00
to $521,095.82. The low bid of $406,865.00 is 38.7% under the
Engineer's Estimate of $663,830.00.
Below is an estimate of the total project cost, based upon
the actual low bid price.

Mello-Roos Community Facilities District No. 995 was
formed at the request of 4 property owners to finance the
Verdemont Infrastructure Fee on their 7 parcels. An amount of
$470,478 was available from the bond proceeds to finance street
improvements. The total estimated cost for improving various
streets (Irvington Avenue and Magnolia Avenue) is $352,000, which
leaves an available balance of $118,478.
Funds, in the amount of $1,340,786, were reserved in the
1990/91 Verdemont Infrastructure Fee Budget to reimburse
developers for their actual costs incurred for installing street
improvements on streets in the fee program. Reimbursements have
been less than expected, due to the slow down in development.
Therefore, $426,522 of these funds will be used to fully finance
the total estimated cost of $554,000 for this project.
The Economic Development Agency will advance funds if
needed to cover reimbursements to developers.
We recommend that a contract be awarded for the IO~1 bid
price.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO THE MATICH CORPORATION FOR STREET IMPROVEMENTS ON
BELMONT AVENUE, FROM LITTLE LEAGUE DRIVE TO PINE AVENUE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Matich Corporation is the lowest responsible
bidder for: Street Improvements on Belmont Avenue, from Little
League Drive to Pine Avenue, per Plan No. 8505. A contract is
awarded accordingly to said bidder for the total amount of
$406,865.00,
but such award shall be effective only upon the
contract being fully executed by the parties. All other bids,
therefore, are hereby rejected. The Mayor is hereby authorized
and directed to execute said contract on behalf of the City; a
copy of the contract is on file in the office of the City Clerk
and incorporated herein by reference as fully as though set forth
at length.
SECTION 2. This contract and any amendment or modifica-
tions thereto shall not take effect or become operative until
fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No
oral agreements, amendments, modifications or waivers are
intended or authorized and shall not be implied from any act or
course of conduct of any party.
