Approximately $100,000 in tax allocation bond proceeds was appropriated to assist neighborhood and community groups in cleaning up specific areas of the City and City departments in identifying and removing hard to handle items. The Chairman has requested the Community Development Commission to positively consider instituting a similar program for 1991. Attached is a memorandum from the Assistant City Administrator to Mayor Holcomb detailing the activities associated with the program and the time frame for accomplishing the identified activities. As is noted in the attached memorandum, a lead time of approximately forty-five (45) days is required in order to effectively and efficiently implement the described activities. It is anticipated that the "Clean Up for Christmas" program, successfully implemented, will continue the momentum previously established by the prior adoption of various blight abatement, beautification and landscaping programs. On October 16, 1991, the Redevelopment Committee considered this matter and forwarded same to the Community Development Commission without a recommendation. Wilson, Assistant City "Clean Up the City" Program SUBJECT: DATE: July 23, 1991 ------------------------------------------------------------- It is my understanding you plan to initiate a "Clean Up the City" program. In order to effectively organize this type of effort, a lead time of approximately 45 days is needed. I have attached a schedule of activities which summarizes the items which must be accomplished in advance of the clean-up day~ The initial activities involve newspaper advertisements and targeting letters to various organizations requesting their involvement. Once this information has been received, the designation of areas targeted for clean-up takes place. Most of this effort needs to happen at least 30 days before the activity date. o In discussing this matter with Junior, I would recommend that a Christmas Clean-up program be established because of the time frame considerations and because participants at the previous clean up effort were appreciative of extra cash before Christmas. Based on the previous Christmas Clean-Up program, I would further suggest that a budget of $100,000 be approved to cover all associated costs including overtime payments and cash payments to groups.
