Structure Previously, the Redevelopment Committee directed staff to explore concerns about the subject parking structure. The basic focus related to three (3) issues: (i) security; (ii) landscaping, and; (iii) signage of the structure. A. Security Investiaation Status Due to the growth of suburban development and the corresponding decline of highly urbanized inner city core areas, there has been high attention given to the levels and adequacy of security. Efforts to revitalize downtown centers, of necessity, include ways to enhance security for businesses located in and persons working in or Visiting these areas. Such is the case wi th downtown San Bernardino. A committee of several organizations has been formed to investigate alternative solutions and strategies to increase security for the subject parking structure. Participants on the Committee are representstives of the following entities: (i) City of San Bernardino Police Department; (ii) Pacific Savings Building; (iii) Economic Development Agency; (iv) the Vanir Towers Building; (v) Main Street, Inc., and; (vi) The Maruko Hotel. Dialogue to accommodate the needs and concerns of these and other users continues. Reports will be submitted intermittently as benchmarks of significant progress occur. B. L-ftdseaDina In pursuing the concept of developing a roof garden for the parking structure, staff solicited a consultant's opinion to evaluate probable construction costs. The categories examined included, but were not limited to, (i) irrigation and drainage; (ii) planting, lighting, concrete installation and preparation; (iii) decorative paving; (iv) plant containers, and related items. The estimated cost of the completed work was, in rounded figures, $393,000 plus a fifteen-percent (15%) contingency of $59,000 for a total of $452.000. These figures can probably be reduced and have not been precisely estimated due to the lack of design and engineering drawings necessary before the required improvements can be ascertained and the project financially sized. To achieve this, staff will solicit the services of a professional to prepare working and/or construction drawings for the project in order to solicit bids and determine total actual design and construction costs for the project. SilDl System for Parkina Structure The parking structure is located in the hub of several large municipal and private organizations servicing and attracting first time users of the parking accommodations. Directional orientation is often confusing for individuals unfamiliar with the structure. This is one of the problems staff has sought to address. Staff has solicited and received preliminary proposals for the design of an informational and directional signage system to be installed in the structure in order to ease pedestrian and vehicle traffic, as well as elevator usage. The estimated cost for the design should not exceed $15,000 for consultant design services. To expedite this project, staff will 'pursue the hiring of a consultant to design the signage project at a cost not to exceed $15,000. At the October 16, 1991 Redevelopment Committee meeting, the Committee discussed the above issues, received and filed items "A" and "C", respectively, and forwarded item "B" to the Community Development Commission without a recommendation. c::> Staff recommends adoption of the form motion.
