HARDGRAVE Public Works Department Subject: Approval of Change Order No. TWO--Main Street Revitaliza- tion Program, Phase I, per Plan No. 8484 SIERRA PACIFIC ELEC- TRICAL CONTRACTING Date: October 15, 1991 ----------------------------------------------------------------- Synopsis of Previous Commission/Council/Committee Action: 04-17-89 The Community Development Commission approved an agreement with Main Street, Inc. budgeting $2,250,000 for streetscape improvements. 10-15-90 The Community Development Commission approved the components of the Main Street, Inc. streetscape plan. 03-18-91 The Community Development Commission approved the Negative Declaration on the Environmental Impact Review. 05-06-91 The Community Development Commission adopted motion B authorizing the Public Works Department to solicit bids for both sides of "E" Strp.et, 2nd Street to 6th Street and both sides of 4th Street, Arrowhead Avenue to "F" Street, including intersection papers at 2nd Street, Court and Fourth Street. 08-05-91 -- Resolution No. 5296 adopted, awarding contract for low bid price of $1,665,550.00. ----------------------------------------------------------------- Recommended Motion: That Change Order No. Two to the contract with Electrical Contracting for the Main Street Program, Phase I, per Plan 8484, be approved, contract price by $325, 6.00, from $2,005,786.23. STREETSCAPE On February 26, 1991, San Bernardino Downtown Main Street, Inc. entered into an agreement with The Sun Company. This agreement provided that The Sun Company would solicit bids and administer the contract for construction of the streetscape improvements adjacent to the block bounded by Arrowhead Street, Court Street, "0" Street and Fourth Street. Main Street agreed to reimburse The Sun Company for 50% of the total cost of these improvements. It was further agreed that the total cost of required improve- ments would not exceed $300,000.00. In the interest of a timely and coordinated completion of the project, The Sun Company requested that we obtain a price quote from Sierra Pacific Electrical, the contractor currently under contract with the Community Department Commission for the Main Street Revitalization Project. Sierra Pacific has submitted a price quote of $325,586.00 for these improvements. Main Street, Inc., The Sun Company and City Engineering staff consider this price to be fair and reasonable for the work involved. Main Street and The Sun Company have agreed to a 50-50 sp1i t of this total cost, even though each party will have to provide $12,793 more than originally agreed to. Contract Change Order No. Two will amend the present contract wi th Sierra Pacific to include streetscape improvements around The Sun Company block, for an addition of $325,586.00 in the contract price. The Sun Company and Main Street will each finance 1/2 ($162,793.00) of this extra work. An amount of $2,250,000 has been allocated from the Central City North Bond Issue to finance construction of streetscape improve- ments within the Main Street area. The total estimated cost for the existing project is $2,030,000, which leaves a balance of $220,000 to finance Main Street's 1/2 share for The Sun Company block.
