STAFF REPORT
Article XIII B of the Constitution of the state of California
requires annual appropriation limits for local jurisdictions. This
limitation is based on the changes in the CPI and population
growth. The CPI change for the 1991/92 fiscal year is 4.14%, the
population change is 7.28%. We are in the 12th year ratio change
which is 3.1344 times our base year Appropriations of $35,131,011.
This gives us our appropriations limit for the 1991/92 fiscal year
in the amount of $110,114,641.
Files which are open for public review are located in the Finance
Department. Notice of the availability of these records has been
posted at various public locations.
Please adopt resolution based on above calculation.

A RESOLUTION OF THE CITY OF SAN BERNARDINO,
ESTABLISHING THE APPROPRIATION LIMIT FOR THE FISCAL YEAR
1991/92 FOR THE CITY OF SAN BERNARDINO IN ACCORDANCE WITH
THE PROVISIONS OF DIVISION 9 OF TITLE 1 OF THE CALIFORNIA
CODE, AND REPEALING RESOLUTION NO. 87-214.
WHEREAS, Article XIII B of the Constitution of the
State of California as proposed by the Initiative Measure
approved by the people at the special statewide election
held on November 5, 1979, provides that the total annual
appropriations subject to limitation of each local
government shall not exceed the appropriations limit of
such entity for the prior year adjusted for changes in
the cost of living and population except as otherwise
specifically provided for in said Article; and
WHEREAS, Section 7910 of the Government Code
provides that each year the governing body of each local
16 jurisdiction shall, by resolution, establish its
17 appropriations limit for the following fiscal year
18 pursuant to Article XIII B at a regularly scheduled
19 meeting or a noticed special meeting and that fifteen
20 days prior to such meeting, documentation used in the
21 determination of the appropriations limit shall be
22 available to the public; and

WHEREAS, the ci ty Council of the ci ty of San
Bernardino wishes to establish the appropriations limit
for fiscal year 1991/92 for the City of San Bernardino.

SECTION 1: That it is hereby found and determined
that the documentation used in the determination of the
appropriations limit for the city of San Bernardino for
fiscal year 1991/92 was available to the public in the
Finance Department of said City at least fifteen days
prior to this date.
