STAFF REPORT
As a part of the adopted General Plan Circulation Element,
Orange Show Road is to be extended easterly from Arrowhead Avenue
to complete a major east/west arterial between Route 1-215 and
Route 30 Freeways.
In the 1989-90 to 1993-94 Five-Year Capital Improvement
Program, an amount of $8,000,000 was included for this project
but had no identified funding source. In early 1990, the City
submi tted to SANBAG a priority list of improvements to be con-
sidered by the IVDA in the development of Norton Air Force Base
for civilian use. Along with other cities, all submittals were
ranked by SANBAG and, again, the Orange Show Road extension
project was in the top three projects nominated out of all
projects submitted. SANBAG then engaged two separate firms to
consider proposed alignments for an east/west arterial with pre-
liminary work completed, but no formal action taken.
Staff is recommending that $200,000 be appropriated from
the unappropriated reserves of the 129 Account (Measure "I" Local
Agency Funds) to begin the estimated three-year design process.
This length of time is necessary due to a bridge crossing of Warm
Creek Channel and a railroad grade crossing just west of Waterman
Avenue. Considering environmental clearances, railroad
coordination and potential right-of-way acquisitions, staff feels
such lead time is appropriate.
Funding for construction could be available from IVDA,
Measure "I" Funds, Proposition III, or other sources in future
years. It is felt that having plans ready improves chances of
funding. Additionally, specific projects in Redlands are already
committed to improvement of San Bernardino Avenue, as the
easterly extension of Orange Show Road follows the east valley
corridor development plan.
