Yeager, along those Administration's criteria. The section along the south side of Route 330, from Pacific Street to east of Seine Avenue, doesn't meet the established criteria. This is due to the freeway traffic lanes being about 150 feet north of Caltrans' south right-of-way line, (even though Route 330 will be elevated through this section). The residents along the south side of this section of Route 330 have requested that a soundwall be constructed, in order to mitigate the impact of the freeway on their properties. The preliminary estimate of cost for constructing 1738 linear feet of an 8'+ concrete block wall, as shown on the attached map, is $63,000. Local Measure "I" funds could be used to finance the cost for installation of this wall. Adoption of the form motion will serve to allocate $63,000, from the Unappropriated Reserve for Measure "I" Local Funds, to finance the cost for construction of this wall. Construction easements would be required from each of the 25 lots to allow installation of the wall. An encroachment permit will also be needed from Ca1trans, in order to provide our Contractor access to the alignment of the wall. These facilities will need to be removed, in order to allow construc- tion of the 8' + soundwall. It is possible that some owners may not be agreeable to granting an easement and having their present fence/wall replaced with a soundwall. The soundwall could, therefore, not be constructed across these properties. Another option is to apply to Caltrans for an encroachment permit to install the soundwall just inside their right-of-way line. This option would avoid the necessity of acquiring ease- ments from the property owners and removing their fences/walls.
