In September, 1983, the Community Development Commission approved and
adopted an alreement with Floyd H. Hyde Associates for consultant
services, particularly with respect to the representina the City's
interests at the federal lovernment level. The alreement has been
renewed from time to time.
These services have resulted in the City benefitina from 1elis1ation
sponsored by the U.S. Conference of Mayors, a $550,000 Economic
Development Adainistration Grant for the bridle at San Timoteo Creek,
connectina Hospitality Lane east with Hospitality Lane west and the
retention by the City of the Urban Development Action Grant (UDAG) for
the West Side Plaza, amona others. Mr. Hyde has since joined the firm of
Simon and Company.
Durina the period of time noted above, separate aareements have been
entered into authorizina the Department to divide the $25,000 cost of the
agreement amona the City of San Bernardino, the City of San Bernardino
Board of Water Commissioners and the Community Development Commission.,
The attached amendment to the agreement to jointly fund consu1tina
services and accompanyina resolution authorizes the renewal of the
Commission's alreement with Simon and Company as described above and in
an amount not to ezceed $25,000.
Staff recommends adoption of the attached resolution.

EXECUTION OF AN AMENDMENT TO AGREEMENT TO JOINTLY FUND CONSULTING
SERVICES BY AND BETWEEN THB CITY OF SAN BERNARDINO, THE BOARD OF
WATER COMMISSIONERS OF THE CITY OF SAN BERNARDINO AND THE
COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO AND
SIMON AND CO.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor is hereby authorized and directed to
execute on behalf of said City an Amendment to Agreement to
9 Jointly Fund Consulting Services by and between the City of San
10 Bernardino, the Board of Water Commissioners of the City of San
11 Bernardino and the Community Development Commission of the City of
12 San Bernardino and Simon and Co.

SECTION 2.
The authorization to execute the above-
14 referenced agreement is rescinded if the parties to the agreement

AMENDMEN'l' TO AGREEMENT
TO JOXNTLY FUND CONSULTXNG SERVXCES
THIS AMENDMENT TO AGREEMENT, is entered into this
day of , 1991, by and between the CITY OF SAN
BERNARDINO ("City"), the BOARD OF WATER COMMISSIONERS OF THE CITY
OF SAN BERNARDINO ("Water Department"), and the COMMUNITY
DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO (" RDA" ) ,
WITNESSETH:
WHEREAS, the parties have entered into that certain
Agreement to Jointly Fund Consulting Services dated September 5,
1990, and
WHEREAS, said Agreement has been amended from time to time,
and
WHEREAS, the parties desire now to further amend said
Agreement to extend the term thereof,
NOW THEREFORE, the parties hereto agree as follows:
1. Said Agreement is hereby extended on the same terms and
conditions for the additional term of two years from July 1, 1991
to June 30, 1993.
2. Except as amended herein, said Agreement as previously
amended shall remain in full force and effect.
