The Regular Meeting of the Redevelopment Committee was called to order
by Chairwoman Bsther Bstrada at 4:07 p.m., in the Bconomic Development Agency
Large Conference Room, 201 North "B" Street, Third Floor, San Bernardino,
California.

Chairperson Bsther Bstrada, Committee Members Jack Reilly and Michael
Maudsley. Also present was Mayor W. R. Holcomb. Absent: None.

Kenneth J. Henderson, Executive Director, Development Department
reported the Northwest Redevelopment Project Area Committee (NWPAC) requested
discussion of issues relating to the Northwest Redevelopment Project Area
Lawsuit settlement and NWPAC's role'and function.
Harry L. Jacks, Chairman of the Northwest Redevelopment Project Area
Committee, and Carl Clemons, member, handed out a sheet of their concerns.
The NWPAC felt improvements were necessary in the areas of communication with
the Bconomic Development Agency and other City departments, participation in
the decision-making process, mediation of relevent issues, implementation of
activities and irradication of health and safety hazards.

Carl Clemons asked that an effective communication network be
established between the RWPAC and the City offices so that information could
be received in a timely manner. He requested a specific person be designated
in Planning and Building Services, Public Works/Engineering, City Attorney's
Office and Development Department.
Chairwoman Estrada said there has been a perception that the RWPAC has
not been as effective as originally anticipated. She informed the RWPAC
memberS that Ezell James, Development SpeCialist, is assigned projects on the
Wests ide and that he would be able to serve as liaison between the EDA/DD,
City departments and the RWPAC. However, ehe was reluctant to assign a
designated person from each of the other City departments as she felt the
other ten project areas throughout the City would also request the same
system. The RWPAC would be added to the list for maHouts of public
information relevent to projects involving the RWPAC. The bi-weekly activity
reports composed by the Development Department providing up-to-date status of
certain projects would also be mailed to the RWPAC.
Chairwoman Estrada instructed staff to prepare a synopsis of existing
and proposed projects in the Northwest project area and to provide a status
report on those projects. She said Ezell James would be contacting the RWPAC
to facilitate in the resolution of the issues outlined in their report. Staff
was requested to check back in thirty (30) days.

established between City Hall departments and the RWPAC.

Kenneth J. Henderson summarized previous Mayor and Common Council and
Community Development Commission actions which approved in concept the
Verdemont-Area Infrastructure Financing Plan and directed staff to prepare the
appropriate mutual benefit resolutions. On August 19, 1991, $2.4 million
dollars in tax allocation bond proceeds from the State College Redevelopment
Project area were allocated to finance certain public improvements in the
Verdemont Area. Subsequently, staff was directed to prepare guidelines to
assist low income households which could not afford the annual assessment
necessary to retire the indebtedness. Mr. Henderson explained the guidelines

to the Redevelopment Committee as detailed on the staff report. Staff
recommended that the Redevelopment Committee recommend approval to the
Community Development Commission of the guidelines for the Verdemont-Area
Infrastructure Financing Assistance Guidelines.
Committee Member Reilly asked if the Public Works Department had enough
staff to enforce the guidelines. Mr. Henderaon felt there would be sufficient
staff because only a few households would qualify under the proposed
guidelines. The Development Department would provide the technical assistance
and the forms. Public Works would have to get the households to complete the
application and verify that the income was at a certain level.

The Redevelopment Committee recommended this item be forwarded to the
Community Development Commission meeting of September 3, 1991 for
approval.

to review project area cash flow analyses.

The Redevelopment Committee recessed to Closed Session at 4:49 p.m. to
discuss the following:
a) Pursuant to Government Code Section 54956.8, the Redevelopment
Committee of the Development Department of the City of San
Bernardino will now convene in Closed Session to discuss with its
negotiator the purchase, sale, exchange or lease of real property
and give instructions to its negotiator concerning the price and
terms of payment for the purchase, sale, exchange or lease of real
property.
b) Pursuant to Government Code Section 54956.9c, the Redevelopment
Committee of the Development Department of the City of San
Bernardino will convene in Closed Session to discuss possible
litigation.

Per your request, I have listed information pertaining to the
total amount of weed abatement special assessments placed on the
90-91 property tax roll and the amount that has been reported
collected through taxe..
Approximately $100,000.00 in weed abatement lien. were placed as
special assessments on the 90-91 property tax roll during the
month of Auqust 1990. Of this amount, seventy-eight percent
($77,465.00) has been recovered during the first year of the tax
collection process. This information was obtained through reports
received from the County AUditor/Controller's Office indicating
the individual assessment. paid throughout the year.
Information stating the recovery rate of weed abatement
assessment. over a five year period is unobtainable since
collection records on weed abatement assessments were not kept
prior to 90-91 property tax roll year.
