Agenda Item NO~ "/A~ .-J"7'.,d, ~ ::< CITY OF SAN BERt()RDINO - REQUEST OR COUNCIL ACTION STAFF REPORT The Fire Department has found that at emergency scenes, quite often the private ambulance crew does not have sufficient physical strength to load a sick or injured individual into the ambulance. This then requires assistance by City personnel who should be employed in other tasks. The proposed ordinance would require an annual demonstration by each crew of the ability to perform this essential task and would make ita misdemeanor to operate an ambulance in the City without such approval. AN ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTION 5.76.520 OF THE SAN BERNARDINO MUNICIPAL CODE RELATING TO THE PHYSICAL ABILITY OF AMBULANCE DRIVERS AND ATTENDANTS. THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: SECTION 1. Section 5.76.520 of the San Bernardino Municipal Code is hereby amended to read as follows: III III III "No ambulance carrier shall operate or maintain any vehicle with a crew of less than two persons, one of whom shall be a qualified driver holding an unexpired permit issued under the provisions of this chapter, and at least one member of each of said crews shall have had special experience or instructions on proper methods in moving and handling the sick and injured and first-aid treatment as shall meet the rules and regulations of the Health Officer of this City, and shall have obtained a certificate from the Health Officer that he is sufficiently proficient. These shall not take effect for sixty days after employment. Within Ten (10) days fOllowing employment and at least once per year thereafter, each crew shall demonstrate to the fire chief or his or her designee that said crew has the physical ability to load a sick or injured individual of normal size into a standard ambulance. It shall be unlawful to operate an ambulance within the City of San Bernardino without this approval by the fire chief of the city."
