STAFF REPORT
Bids for this project were opened at 2:00 p.m. on Tuesday,
July 16, 1991.
A total of 7 bids were received and ranged from
$177,379.65 to $117,620.00. The low bid is 21% under the
Engineer's Estimate of $149,600.00.
Listed below is the total estimated project cost, based on
the actual low bid for the construction:

The existing agreement with Caltrans provides for the
deposit of $172,500.00 to fund the project, however, preliminary
engineering must be covered by local agency funds. The project
to install a traffic signal and ramp improvements at eastbound
1-10 and Waterman Avenue (via Redlands Boulevard) is being funded
by Federal-Aid Interstate HB4N Funds. Caltrans has reviewed the
plans and bid documents and concurs with the award.
Funds have been allocated into account No. 242-362-57386
for this project.
Staff reconunends adoption of the resolution awarding the
contract.

RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO HOVEY ELECTRIC, INC. FOR CONSTRUCTION OF TRAFFIC
SIGNAL AND RAMP IMPROVEMENTS AT WATERMAN AVENUE OFF-RAMP AND
INTERSTATE HIGHWAY 1-10 AND REDLANDS BOULEVARD/SUNSET DRIVE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
Hovey Electric,
Inc.
is the lowest
SECTION
1.
responsible bidder for: Construction of Traffic Signal and Ramp
Improvements at Waterman Avenue Off-Ramp and Interstate Highway
1-10 and Redlands Boulevard/Sunset Drive, in accordance with Plan
10 No. 8047. A contract is awarded to said bidder accordingly for
11 the total amount of $117,620.00, but such award shall be
12 effective only upon the contract being fully executed by the

parties.
All other bids, therefore, are hereby rejected. The
Mayor is hereby authorized and directed to execute said contract
on behalf of the City; a copy of the contract is on file in the
office of the City Clerk and incorporated herein by reference as
fully as though set forth at length.
SECTION 2. This contract and any amendment or modifica-
19 tions thereto shall not take effect or become operative until
20 fully signed and executed by the parties and no party shall be
21 obligated hereunder until the time of such full execution. No
22 oral agreements, amendments, modifications or waivers are
23 intended or authorized and shall not be implied from any act or
24 course of conduct of any party.
25 SECTION 3. This resolution is rescinded if the parties
26 to the contract fail to execute it within sixty (60) days of the
27 passage of this resolution.
