STAFF REPORT
At their meeting of July 9, 1991 the Bureau of Franchises received the attached
proposal, attached as exhibit A, from Courtesy Services of San Bernardino, Inc.,
for an increase in the rates for ambulance services. The Bureau of Franchises
considered the proposal and then unanimously recommended to the Mayor and Common
Council that the rate structure listed below be adopted.
On August 2, 1991, an ambulance rate comparison survey of 15 cities was completed
and the results of that survey are attached as exhibit B.

Ambulance Service of San Bernardino
Since 1948
The ambulance rate increase request is submitted due to a 18.1%
increase in direct cash costs since the last adjustment in 1989.
The following pages illustrate our direct cash costs and accrual
increases.
The net effect to the average private pay user will be an increase
from $394.34 to 469.05. This is an increase of $74.71 or 18.9% per
transport. Fiscal year end analysis of our accounts receivables
disclose less that 5 % of the patients served make direct payment
to us without some form of third party payment.
The rate request will put city rates in the 52nd percentile of
State ambulance rates.
