On April 17, 1991, the Mayor and Common Council took action relative to the establishment and modification of Planning and Building Services fees. Resolution No. 91-148 was adopted, temporarily adopting new fees for planning services that were adopted in the Development Code. The temporary fees became effective June 17, 1991, and are effective until September 17, 1991. The Mayor and Common Council also took action to set a public hearing on July 15, 1991 regarding the modification of existing Planning and Building Service fees. c A concern raised by Council regarding revising existing fees was that there was no documentation as to actual costs of various planning services, so it was difficult to justify fee increases. Administration staff has analyzed labor data from the Planning Department, and has begun to develop documenta- tion of actual service costs. This initial data was reported to the Ways and Means Committee, with the recommendation to proceed to Council with a recommendation to revise the existing Planning fees. Ways and Means concurred and directed staff to proceed with a public hearing. However, since the Committee report, the City's new Planning Director has been hired, and has recommended that the Planning Department continue to track actual costs for another six months, to develop a more accurate cost record and to struc- ture the most effective and service-oriented fee system. Management Information Systems has developed a computerized cost and labor tracking program which permits Planning staff to track time spent on a particular project and compute costs based on wages, benefits, and administrative costs. with the new cost accounting system in place, Planning staff will be able to track service costs, and analyze any future fee modifications proposed. Planning staff began using the cost accounting system on July 12, 1991. RECOMMENDATION: 1. That revisions to the Planning and Building fees be continued for six months to allow for accurate tracking of service costs and determine the best method to structure and collect fees. 2.
