STAFF REPORT
Bids for this project were opened at 2:00 p.m. on
Tuesday, June 25, 1991.
A total of three bids were received, ranging from $24,900
to $37,521. The low bid of $24,900 is 41% under the Engineer's
Estimate of $42,000.
The three district lots are located between 4th
Streets and between "F" Street and Arrowhead Avenue.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO IPS SERVICES, INC. FOR SEAL COATING AND STRIPING OF
CENTRAL BUSINESS DISTRICT PARKING LOTS 1, 2, AND 3.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. IPS Services, Inc. is the lowest responsible
bidder for:
Seal Coating and Striping of Central Business
District Parking Lots 1, 2, and 3, in accordance with Plan No.
8455. A contract is awarded to said bidder accordingly for the
total amount of $24,900.00, but such award shall be effective
only upon the contract being fully executed by the parties. All
other bids, therefore, are hereby rejected. The Mayor is hereby
authorized and directed to execute said contract on behalf of the
City; a copy of the contract is on file in the office of the City
Clerk and incorporated herein by reference as fully as though set
forth at length.
SECTION 2. This contract and any amendment or modifica-
tions thereto shall not take effect or become operative until
fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No
oral agreements, amendments, modifications or waivers are
intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties
to the contract fail to execute it within sixty (60) days of the
passage of this resolution.
