GREEN, DIRECTOR OF FINANCE SUBJECT: PART-TIME EMPLOYEES RETIREMENT PLAN DATE: JULY 12, 1991 COPIES: ROGER CLOUD, SENIOR ACCOUNTANT; DAVID ASSISTANT DIRECTOR OF FINANCE REID, New Federal regulations requires the City to implement a plan to include all nonexempt employees in a retirement plan. The new regulations will effect all nonexempt part-time employees. The effective date for the new regulations is July 1, 1991, however a six month transitional period is allowed if certain conditions are met. The regulations state that the city has to take affirmative steps to ensure that all nonexempt employees are in a retire- ment plan by January 1, 1992. If these steps are taken then the transitional period will be allowed. I have talked to Diane Roth in the city Attorney's Office and she informed me that a motion by the Council stating the city's intent to implement a plan would satisfy the affirmative step requirement. Finance is currently working out arrangements with Great Western to implement a plan for all nonexempt part-time employees. Personnel and Finance should have a plan recommendation in two to three weeks. I recommend asking the Council to make a motion stating their intention to implement a retirement plan to include all nonexempt part-time employees by January 1, 1992. ~ 2:J~ Andrew Green Director Of Finance vm ,4--5 -I
