STAFF REPORT
Bids for the installation of a heating / air-condi tioning
system for Johnson Hall were opened at 2:00 p.m., Tuesday, 6-25-
91.
A total of two bids were received, in the amounts of
$11,751. 00 and $12,386.00. The low bid of $11,751. 00 is 2.1%
under the Engineer's Estimate of $12,000.00.
Below is an estimate of the total project cost, based
upon the actual low bid price:

An amount of $5,000 has been allocated, from CDBG funds,
in both Accounts No. 121-544-52544-00000-0014 and 0046. These
amounts have been augmented with supplemental funds of $2,500 in
each of these accounts, for a total available amount of $15,000.
We recommend that a contract be awarded for the low bid
price.
URGENCY CLAUSE
This contract needs to be awarded at the Council meeting of 7-1-
91, in order for the air-conditioning system to be available for
use during a significant portion of this summer.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO R & J SERVICES FOR INSTALLATION OF A HEATING AND AIR-
CONDITIONING SYSTEM FOR JOHNSON HALL.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. R & J Services is the lowest responsible
bidder for: Installation of a Heating/Air-Conditioning System
for Johnson Hall, in accordance with Plan No. 8460. A contract
is awarded to said bidder accordingly for the total amount of
$11,751. 00, but such award shall be effective only upon the
contract being fully executed by the parties. All other bids,
therefore, are hereby rejected. The Mayor is hereby authorized
and directed to execute said contract on behalf of the CitYJ a
copy of the contract is on file in the office of the City Clerk
and incorporated herein by reference as fully as though set forth
at length.
SECTION 2. This contract and any amendment or modifica-
tions thereto shall not take effect or become operative until
fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No
oral agreements, amendments, modifications or waivers are
intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties
to the contract fail to execute it within sixty (60) days of the
passage of this resolution.
