A CiTy'OF SAN BERNACPINO - REQUEST FCO COUNCIL ACTION RESOLUTION AUTHORIZING AN STAFF REPORT AGREEMENT FOR SENIOR WORKERS WITH THE SENIOR AIDES PROJECT- SENIOR PROGRAMS CORPORATION. The Senior Aides Project provides work experience and on-the- job training for low income persons age 55 and over. The goal of the work experience and training is for the person to regain skills and gain confidence in their ability to compete in the job market, and then obtain a better job which isn't subsidized by the Senior Aides Program. These aides will be utilized primarily in senior Service Activities, such as the Senior Nutrition Senior Companion Program, Retired Senior Volunteer and other senior related services. RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE DIRECTOR OF PARKS, RECREATION AND COMMUNITY SERVICES DEPARTMENT TO EXECUTE AN AGREEMENT WITH SENIOR PROGRAMS CORPORATION TO PROVIDE SENIOR AIDES TO CITY WORK SITES. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Director of Parks, Recreation and Community Services is hereby authorized and directed to execute on behalf of said City an agreement with the Senior Programs Corporation relating to the placement of senior aides at City work sites. A copy of said agreement is attached hereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at length. SECTION 2. The authorization granted hereunder shall expire and be void and of no further effect if the agreement is not executed by both parties and returned to the office of the City Clerk within 60 days following effective date of the resolution. 'ltIe Host llgency agrees to consider each senior Aide for regular anployment, either full-time or part-time, when vacancies ooc:ur in the Host llgency staff or lotien new positions are created. The Host Agency understands that the maximum length of time that a senior Aide may rsnain in the SIIIIe job assignnent shall not exceed 24 months, except under limited circlJllstances which will be deteunined by the tCSC senior AIDES Progrllll. ~reover, the Itlst llgency understands that the Sponsor Agency reserves the right, following reasonable notice, to reassign any senior Aide at any time that reassignnent will increase the Senior Aide's opportunities for training or unsoosidiaed anployment, or will otherwise serve the best interests of the senior Aide, or will better supPort the goals and objectives of the Senior AIDES progrllll. The Itlst llgency agrees that no other national Title V project sponsor will be provided a work site while this Agresnent is in effect. The Host llgency agrees to abide by the hours and work schedules mutually agreed to for each Senior Aide and to provide properly prepared time sheets, periodic perfoDllanoe evaluationa, and other required docIJllents. In additioo, the Host Agency agrees and understands that each Senior Aide will be required to attend periodic senior AIDES Project meetings during re;Jular working hours. Further, the Host lIgency agrees that it will not discriminate against a Senior Aide on the grounds of race, color, religioo, sex, national origin, or handicap. The Host 1lgency agrees to provide dO<:lJllentation of in-kind contributions, if specified in an aCXQ\\panyi~ letter of agreanent. Further, it is understood by the Host 1lgenc:y and the ~nsor 1lgency that any contributioo, whether cash or in-kind, by the Host lIgeney is purely voluntary and is not a condition for the assignnent of any Senior Aide. The Host lIgeney certifies by this lIgreanent that it is a governnental agency or is a non-profit agency Ilbich is currently certified as a Sec:tion SOl(c) (3) organizatioo under the Internal Revenue COde. Further, if the Ibst 1lgency is certified as a Section 501 (c) (3) agency, a copy of that certification is attached or is on file with the Sponsor lIgency and is still in effect. The Host 1lgenc:y agrees to inf011ll the Sponsor lIgeney inmediately if the Section 501 (c) (3) certification is chaDJed . The ~nsor 1lgency agrees to reCruit, enroll, and assign a Senior Aide or seniar: Aides to the Host lIgeney for the purpose of en:Jagi~ in productive CO!'l1lIUlity service anployment with duties and tasks as spec:ified in a written job desc:riptioo. The Sponsor 1lgenc:y agrees to be responsible for all administrative and fiscal controls of the senior AIDES project and for payiDJ wages and providiDJ friDJe benefits to each Senior Aide.
