STAFF REPORT
Bids for this project were opened on Tuesday, June 11,
1991, at 2:00 p.m.
A total of 12 bids were received, ranging from $59,742.00
to $78,750. The low bid of $59,742.00 is 15.9% under the
Engineer's Estimate of $71,000.00.
Listed below is the estimated project cost, based upon
the actual low bid price:
Construction Contract $ 59,742.00
Engineering & Inspection (W.O. #1418) 16,000.00
Sub-Total $ 75,742.00
Contingencies (15) :!: 11,358.00
TOTAL ESTIMATED PROJECT COST $ 87.100.00
This project is an assessment district that will be
funded by the City from the Assessment District Reserve Fund.
Monies will be collected by assessment on the tax bill for the
next 10 years and .at a 10% interest rate from those within the
assessment district and the assessments will be returned to the
fund.
Funds for the project have been allocated in Account No.
252-686-53925.
Upon completion of all work. a final assessment role will
be prepared for approval.
Staff recommends adoption of the resolution awarding a
contract to the low bidder.

RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO HOVEY ELECTRIC, INC. FOR INSTALLATION OF T~FIC
SIGNALS AND HIGHWAY LIGHTING AT HOSPITALITY LANE AND COMMERCENTER
EAST.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION
1.
Hovey
Electric,
Inc.
is
the
lowest
responsible
bidder
for:
Installation of
Traffic
Signals and
Highway Lighting at Hospitality Lane and Conunecenter East, in
accordance with Plan No.
8413.
A contract is awarded to said
11 award shall be effective only upon the contract being fully
12 executed by the parties. All other bids therefore are hereby
13 rejected. The Mayor is hereby authorized and directed to execute
14 said contract on behalf of the City; a copy of the contract is on
15 file in the office of the City Clerk and incorporated herein by
16 reference as fully as though set forth at length.
17 SECTION 2. This contract and any amendment or modi fica-
18 tions thereto shall not take effect or become operative until
19 fully signed and executed by the parties and no party shall be
20 obligated hereunder until the time of such full execution. No
21 oral agreements, amendments, modifications or waivers are
22 intended or authorized and shall not be implied from any act or
23 course of conduct of any party.
24 SECTION 3. This resolution is rescinded if the parties
25 to the contract fail to execute it within sixty (60) days of the
26 passage of this resolution.
