Synopsis of Previous Comm1ssion/COUDCi1/Caaaittee Action:
On February 18, 1991, the Mayor and Common Council authorized staff to
submit to the U.S. Department of Houdna and Urban Development on behalf
of the City of San Bernardino, an application for FY1991/1992 Emergency
Shelter Grant Program (ESGP) funds tota11ina $43,000.
_On May 20, 1991, the Common Council Homeless Ad Hoc Committee recommended
to the Mayor and Common Council the FY1991/1992 ESGP funds in the amount
of $43,000, be allocated to the Salvation Army in the amount of $23,000
and the Frazee Community Center in the amount of $20,000.

On January 28, 1991, ataff received notice from the U.S. Department of Houaing
and Urban Development (BUD) regarding the Emergency Shelter Grant Program. Said
notice atated the City of San Bernardino had been awarded $43,000 for the
proviaion of certain types of assistance relative to the homeless problem.
On Pebruary 18, 1991, the Mayor and Common Council authorized staff to submit to
the U.S. Department of Housing and Urban Development (BUD) on behalf of the City
of San Bernardino an application for FY 1991/1992 Emergency Shelter Grant
Program (ESGP) funda in the amount of $43,000. The decision a1ao stipulated
that the Common Council's Home1eaa Ad Hoc Committee was to be utilized to review
eligible proposals and make appropriate funding recommendations to the Mayor and
Common Council.
On March 5, 1991, staff aubmitted said application to the U.S. Department of
Housinl and Urban Development and solicited proposals from various homeless
service providers throughout the City for funding during the month of March,
1991. Subsequent to the end of the proposal evaluation period, the Homeless Ad
Hoc Committee, after discussion with Frazee Community Center and Salvation Army
representatives, recommended to the Mayor and Common Council approval of the-
staff recommendation awarding $23,000 to the Salvation Army and $20,000 to the
Frazee Community Center for the total grant amount of $43,000.
On May 28, 1991, the Mayor and Common Council approved the awarding of
FY1991/1992 Emergency Shelter Grant program funds totalling $43,000 to the
Salvation Army in the amount of $23,000 and to the Prazee Community Center in
the amount of $20,000, reapective1y.
Based on the above, staff recommenda adoption of the attached resolution.
