On March 11, 1991, the Community Development Commission adopted Resolution number 5273 making findings and determinations as to the benefit of certain right-of-way improvements for the Tri-City redevelopment project area for the Ninth Street undergrounding project. On August 6, 1990, the Mayor and CODlDon Council approved Resolution N1IIIIber 90-345 authorizing the execution of an agreement between the City of San Bernardino and Dominique Morel and Ed Leonelli San Bernardino R.V. Park) relating to the landscaping of property located on Ninth Street. In lieu of undergrounding utilities the developers agreed to construct the installation of street and drainage improvements along the frontage of Ninth Street and along the north side of Ninth Street, with the City reimbursing the developer for the City's proportionate share. Additionally, the developer agreed to install the landscaping and irrigation system on the property bounded by the sidewalk along Ninth Street, and install a chain link fence along the southerly side of the East Twin Creek Flood Control Channel. The developer also agreed to pay any and all future costs of maintenance of the landscaped property. On March 11, 1991, the CODlDunity Development CODlDisBion adopted Resolution n1llllber 5273 making findings and determinations as to the benefit of the Ninth Street underground project to the Tri City redevelopment project area for the use of tax-exempt bond proceeds in the amount of $32,750. Now, as indicated in the memorand1llll received from Roger Hardgrave, the $32,750 did not accurately reflect the actual cost of reimbursement. According to Mr. Hardgrave's lIemorand1llll, he is recoDlDending that San Bernardino R.V. Park be reimbursed the additional $3,791.16 for the City's proportional cost of the bid and the change orders, plus a reimbursement for engineering fees in the amount of $8,433.00 and soil testing in the amount of $474.00, for a total additional reimbursement of $12,698.16. On June 20, 1991, Mr. Hardgrave attended the Redevelopment CODlDittee meeting and discussed the additional costs with the cODlDittee members. The Redevelopment CODlDittee considered the matter and recommended to the Community Development Commission approval of this item. Staff recoDlDends adoption of the form motion. R. aBoba Holcomb, Dominique Morel, Pile: CUP 87-27, Reading Pile - COPIES: --------------------------------------------------------------- - On April 29, 1991, we recommended, by memo to you, that San Bernardino R.V. Park be reimbursed $36,549.16 for street improvements completed along Ninth Street, in accordance with an agreement approved by the Mayor and Common Council per Resolution No. 90-345, dated August 6, 1990. Your staff has indicated that only $32,750.00 of the above amount was authorized by the Community Development Commission action of 3-4-911 therefore, they cannot pay the full amount reco_nded. We have reviewed our file and find that the $32,750.00 diet' not accurately reflect actual costs. This occasionally happens on smell jobs due to difficulty estimating set-up and move-in costs, which can become a major impact for these types of jobs. San Bernardino R.V. Park provided four bids for the total work for our review prior to selecting the contractor. They were: 1. Grand Terrace Construction, Inc. _ _ _ 2. Mid-County Construction, Inc. _ _ _ _ 3. Park. In addition, San Bernardino R. V. Park is claiminq eliqibili ty_ for reimbursement for $8,433.00 for enqineerinq and $474.00 for soil testinq. Althouqh the aqreement is silent on these costs, they are leqitimate project costs and would normally be reim- bursed. Therefore, we recommend a total additional reimbursement in the amount of $3.791.16 + $8,433.00 + $474.00 _ $12,698.16.
