STAFF REPORT
Bids for this project were opened at 2:00 p.m. on Tuesday,
6-11-91.
A total of 11 bids were received, ranging from $118,935.00
to $160,128.00. The low bid is 24.7% under the Engineer's
Estimate of $157,998.00.
Below is the total estimated project cost, based upon the
actual low bid price:

Although one contract, Project I, is for sewers in "K" and
"I" Streets and Project II is for sewers in Roosevelt Street, in
a previous action the Mayor and Common Council have approved both
projects as logical exten.sions of existing systems, and
authorized the transfer of funds sufficient to cover costs.
An amount of $184,700 has been allocated, under Account
No. 245-365-57704 to finance the costs that will be incurred for
installation of these sewer projects.
Staff, therefore, recommends adoption of the resolution
awarding the contract to the low bidder.
URGENCY CLAUSE
Permits and plans have been approved for the relocation (move on)
of a home on the Roosevelt Street project. The owner/developer
is proceeding with this project and it is necessary for the sewer
main to be available when the move is completed and the house is
ready for occupancy.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO CARNEY BROTHERS, INC. FOR INSTALLATION OF SANITARY
SEWERS IN EASEMENTS BETWEEN "K" STREET AND "I" STREET; ALSO IN
ROOSEVELT AND STATE STREETS.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
Inc. is the lowest
Carney Brothers,
responsible bidder for:
Installation of Sanitary Sewers in
easements between "K" Street and "I" Street; also in Roosevelt
and State Streets, in accordance with Plans Nos. 6116 and 8441.
A contract is awarded to said bidder accordingly for the total
amount of $118,935.00, but such award shall be effective only
upon the contract being fully executed by the parties. All other
bids therefore are hereby rejected.
The Mayor is hereby
authorized and directed to execute said contract on behalf of the
City; a copy of the contract is on file in the office of the City
Clerk and incorporated herein by reference as fully as though set
forth at length.
SECTION 2. This contract and any amendment or modifica-
tions thereto shall not take effect or become operative until
fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No
oral agreements, amendments, modifications or waivers are
intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties
to the contract fail to execute it within sixty (60) days of the
passage of this resolution.
