Synopsis of Previous Council action:
We have had five officers attend the FBI Academy in past years. Chief
Robbins in 1983, Capt. David Thomas and Capt. Don Levan in 1981, Lt.
Larry Neigel in 1990, and Capt. Larry Richards in 1988.
Recommended motion:
That out of state travel for Lieutenant Wes Farmer to attend the FBI
Academy in Quantico, VA., 6/30/91 through 9/13/91, be approved.

STAFF REPORT
The primary purpose of the FBI National Academy is to train
outstanding law enforcement officers as instructors and adminis-
trators. The National Academy will provide Lieutenant Farmer
with additional knowledge, skills and abilities to assist him as
an instructor and administrator upon returning to his duties
after graduation.
Having a representative at the FBI National Academy will enhance
management skills and specialized administrative training for the
department.
It is an infrequent event that a slot becomes open that would
allow a staff officer of this department to attend based on the
selection process (there are currently 13,000 applicants on a
waiting list).
The cost to the City will be $1,000.00. This is for uniforms,
athletic equipment, school supplies and other related costs
associated with attendance. These costs are non-reimbursable and
must be born by the attendee. It is requested that this amount
be funded at 100%. No further claims associated with the attend-
ance will be filed by Lt. Farmer. Travel, certain meals and
lodging will be paid by the FBI.
