The Commission recognizes and endorses the advantages that a foundation can provide to the department. Some of these are: 1. Provide a mechanism to apply and compete for foundation and corporate grants that are restricted to non-profits. 2. Provide an incentive to prospective donors to the department by making donations tax deductible. 3. Provide a reduced postal rate for bulk mailings. 4. Provide greater public recognition and understanding about the department, its goals and its needs. 5. To assist in meeting some of the needs for which current resources cannot provide. The establishment of a non-prOfit foundation associated with City parks and recreation departments is a fairly common practice. Approval is recommended. (STAFFRE: NON-PRO) 5/30/91 75.0264
