Descri tion Buildin Finance: Council Notes: 75-0262 Agenda Item No ~7 CiTY OF SAN BERN~INO - REQUEST FQ COUNCIL ACTION STAFF REPORT The temporary parking lot on the southeast corner of "E" Street and Court Street provides about 200 parking spaces. A two-hour parking time limitation was placed on the east and west tiers by Resolution No. 12772. The remaining parking spaces (about 123) have a no time limit restriction, which allows them to be used by employees for all day parking. This means these 123 spaces are not available for customers. At their meeting of 5-9-91, the Legislative Review Com- mittee recommended that a two-hour time limit parking be established over the entire 200 parking spaces in this lot. Spaces with unrestricted time limit parking are available in the five-level structure and can be used by the employees that are displaced by this time limit restriction. Therefore, imposition of this restriction will not adversely affect the parking situation in the Central Business District. Section 22519 of the California Vehicle Code authorizes local authorities by ordinance or resolution to prohibit, restrict or regulate the parking, stopping or standing of vehicles on any offstreet parking facility which it owns or operates. RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION NO. 823 4 ENTITLED, IN PART ," A RESOLUTION. . ESTABLISHING PARKING TIME LIMITATIONS UPON CERTAIN DESIGNATED STREETS, ALLEYS, OR PORTIONS THEREOF, AND OTHER CITY PROPERTY. . ."; AND AUTHORIZING THE IMPLEMENTATION OF A TWO-HOUR PARKING LIMITATION ON THE ENTIRE OFF-STREET PARKING LOT LOCATED ON THE SOUTHEAST CORNER OF COURT STREET AND "E" STREET. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO, AS FOLLOWS: SECTION 1. Resolution No. 8234, Section One, Subsection 5.5, CENTRAL CITY OFF-STREET PARKING AREAS, is amended to read: "5.5 CENTRAL CITY OFF-STREET PARKING AREAS (A) The entire off-street parking lot located on the southeast corner of Court Street and "E" Street. (B) Off-street parking lot known as Parking District Lot No. 1, located between Fourth Street and Fifth Street and between "E" Street and "F" Street, applicable only to the first 17 spaces south of Fifth Street, between the access driveway and the west property line of said lot, the first 28 spaces south of Fifth Street between the access driveway and east property line of said lot, including the 7 handicapped spaces south of Fifth Street adjacent to the east property line; the first 25 spaces west of "E" Street adjacent to the south side of the access driveway, including one (1) handicapped space and one (1) loading zone space adjacent to "E" Street; the first 8 spaces north of Fourth Street and east of the access driveway, the first 16 spaces north of Fourth Street and west of the access driveway; the handicapped space east of "F" Street north and adjacent to the access driveway.
